Purpose:
The Technical Officer will play a critical role in implementing activities designed to enhance the socio-economic empowerment of individuals and micro, small, and medium enterprises (MSMEs). The role will involve conducting in-depth market analysis, identifying and assessing MSMEs, and delivering capacity-building and awareness-raising initiatives to support the project’s goals. Additionally, the Technical Officer will contribute to updating Technical and Vocational Education and Training (TVET) curricula to align with labor market needs and project outcomes
Key Responsibilities:
Labor Market Analysis and Collaboration:
- Conduct labor market analysis studies in partnership with the Monitoring, Evaluation, Accountability, and Learning (MEAL) department and field staff.
- Identify economic trends, employment gaps, and opportunities for MSMEs and individual beneficiaries
MSME Selection and Identification:
-Contribute to the selection process for MSMEs to be supported by the project.
-Ensure selected MSMEs align with project objectives and demonstrate potential for growth and impact.
MSME Assessment and Development Planning:
-Conduct comprehensive assessments of MSMEs to identify their needs, strengths, and areas for improvement.
-Develop tailored action plans to facilitate the growth and sustainability of each MSME.
-Identify and recommend specific types of technical and financial support required for MSMEs
Research on Non-Registered MSMEs:
-Conduct studies on the economic impact of non-registered MSMEs.
-Investigate challenges faced by MSMEs in obtaining legal registration.
-Propose actionable strategies to support non-registered MSMEs in overcoming registration barriers.
Awareness-Raising on Legal Registration:
-Design and deliver awareness sessions for MSMEs on the benefits and importance of legal registration.
-Provide guidance on the registration process and available resources
Promotion of Decent Work Conditions:
-Conduct awareness sessions for individual beneficiaries and MSMEs on the principles of decent work, including fair wages, safe working environments, and workers’ rights.
-Collaborate with stakeholders to promote adherence to decent work standards within supported MSMEs.
- TVET Curricula Update:
-Collaborate with relevant stakeholders to assess the alignment of TVET curricula with labor market needs.
-Provide input to revise and update TVET programs to better prepare individuals for employment opportunities identified through market analysis.
-Ensure curricula enhancements address both technical and soft skills required by MSMEs and the broader labor market
Qualifications and Experience:
-Bachelor’s degree in Economics, Business Administration, Education, Social Sciences, or a related field. Master’s degree is an advantage.
-At least 3 years of relevant experience in socio-economic development projects, labor market studies, MSME support programs, or TVET curriculum development.
-Strong knowledge of labor market dynamics, MSME ecosystems, and socio-economic empowerment strategies.
-Experience in conducting field assessments, data analysis, and action plan development.
-Familiarity with TVET systems, curriculum design, and workforce development strategies.
