NAHNOO is a registered Lebanese Non-Governmental & Non-Profit Organization. NAHNOO has been working since 2009 as a research, capacity-building and advocacy platform for participatory policymaking, towards an inclusive society in Lebanon. The NGO rallies volunteers across Lebanon and through multidisciplinary and participatory research, capacity-building workshops, and grassroots activities, we provide a platform for youth and professionals to lead the planning and implementation of advocacy campaigns and gain the skills needed to impact policy-making at the local and national levels.

Project Background
In Lebanon, the most significant challenges for young people have been economic and political exclusion. Indeed, people under the age of 35 are rarely found in positions of political leadership and are frequently underrepresented in formal political institutions and processes such as parliaments, political parties, municipal councils, elections, and general public administrations. This limits their ability to participate in discussions and influence policy decisions that affect their lives and future. As a result, it is more important than ever to mobilize the youth force to advance development in their country, particularly at the local level, thanks to direct representation.
The upcoming municipal elections in 2023 represent a direct opportunity for Lebanese youth to participate in the democratic political process, make their voices heard for public institutions in making positive change on public service and hold their leaders accountable. Therefore, it is crucial more than ever to educate and motivate them about this process and the importance of voting as well as to believe in the power of their participation in shaping their country’s governance.
Objective/purpose of consultancy:
NAHNOO seeks a Legal Expert in the Municipal Work to develop informational and awareness material on the municipal work and elections, accessible/approachable to the general public.
Format and key tasks:
- Revise/update in Arabic NAHNOO’s already existing Handbook “Citizen and Municipality Handbook: Simplified Legal Rules Governing Municipal Work in Lebanon” published in 2018. - Develop a Guidebook (in Arabic) specific about the municipal election law and campaigning for elections: the guidebook provides a general overview about the municipal election law, election campaign, citizen engagement and communication campaign.
3. Coordination & follow up: coordinate with NAHNOO’s team, integrating their feedback in the development of the material
Qualifications/level requirements
Applicants with the following experience are welcome to apply:
- Minimum Master’s degree in Law, Political Science and any other topic related to Governance; holding a PHD is an advantage
- At least 5 years of documented professional experience in the legal field, specialized in the legal framework of the municipal work;
- Proven proficiency with the current Lebanese context its impact on municipalities;
- Strong analytical and conceptual thinking skills;
- Ability to work in a fast-paced and dynamic environment;
- Meticulous attention to detail and quality of work;
- Fluency in Arabic (excellent written and spoken); moderate level of English (reading and writing)
- High proficiency in Microsoft Office product suite
Proposed period and duration of consultancy
The period of the consultancy is within the month of March 2023 to start the soonest possible for an average of 10 expert days (exact number of days to be determined with selected consultant based on their offer)
NB: 1 full day = 8h
Selection criteria:
The consultant will be selected based on the competitiveness and quality of their the technical (C.V) and financial proposal.
