Project Manager - Food Security Project (Pending for Donor Approval)

The Project Manager is responsible for the effective implementation of an emergency Food Security project (distribution of dry food parcels to vulnerable households) implemented by Nation Station in partnership with Mada, ensuring that the objectives are met within the required timeframe, with close consideration of quality and sustainability.

The Project Manager works primarily from Nation Station’s office in Geitawi, Beirut, with frequent field visits to project sites in the Beirut Southern Suburbs.

The Project Manager manages two Project Assistants and works closely with Mada’s Project Manager.

This position is contingent upon donor approval of the project.

Tasks and Responsibilities:

  • Project Implementation:
    • Ensures that there is an implementation plan in place guiding the work in Nation Station’s areas;
    • Guides the day-to-day implementation of activities with a focus on quality, ensuring that activities proceed in accordance with the project document and logical framework;
    • Adopts a proactive approach, continuously identifying possible improvements and capacity building, to maximize benefits for the targeted beneficiaries;
    • Manages the project operational processes (beneficiary identification, food distribution, etc.) in Nation Station’s areas;
    • Ensures the correct and efficient use of resources (including project staff, assets, etc.) in Nation Station’s areas;
    • Ensure that risk management and contingency planning is included at all stages of the project;
    • Ensure that donor contractual requirements are fulfilled throughout the entire project period.
  • Project Reporting and Communication:
    • Ensures that data is collected on a regular basis for timely and quality reporting, designing and upgrading/improving any required tools;
    • Ensures the visibility of the project as per Mada, Nation Station, and donor standards and requirements;
    • Communicates regularly with Nation Station’s Senior Management and Mada’s Project Manager, and submits internal reports as required;
    • Ensures that success stories and challenges are documented;
    • Ensures that the project team communicates effectively with all project stakeholders.
  • Field Supervision and Capacity Building:
    • Supports the design and implementation of needs assessment, outreach, and targeting in collaboration with Mada’s MEAL Manager;
    • Conducts regular field visits to project activities/sites;
    • Establishes and maintains clear lines of communication with Nation Station staff and ensures internal communication is effective;
    • Conducts regular meetings with all relevant staff and stakeholders.
  • External Representation and Coordination:
    • Coordinates with local authorities, community leaders, and other stakeholders in Nation Station’s areas;
    • Ensures bilateral coordination with other local and international actors to avoid duplication and collect information on gaps and needs.
  • Accountability to Communities and Beneficiaries:
    • The Project Manager is responsible for ensuring that all relations with local communities are positive and conducted in a respectful and consultative manner.
    • Due attention must be paid to ensuring that communities are adequately consulted and informed about activities, objectives, activities, selection criteria, and methodologies to ensure transparency.

Qualifications:

  • University Degree in Social Sciences, Development Studies, or related fields; or equivalent years of experience.
  • At least 2 years of relevant experience; mandatory experience managing humanitarian distributions (preferably food).
  • Ability to work with a broad spectrum of people, both staff and stakeholders/beneficiaries
  • Excellent English and Arabic skills (written and oral)
  • Ability to effectively present information and maintain flexibility
  • Ability to cope with stressful situations and tight deadlines
  • Ability to be present in the field on a regular basis
  • Knowledge of the Beirut Southern Suburbs and local communities is highly valued
