The GBV Expert is expected to:
- Provide technical expertise in the development of the National Platform under the Lebanon National Gender Observatory (GBV-LNGO) platform in Lebanon.
- Leverage and build upon existing resources, databases, and digital platforms to design and operationalize the National Platform.
- Map all existing GBV data systems, sources, mechanisms, and hotlines available in Lebanon.
- Identify customized indicators tracing GBV, both quantitative and qualitative.
- Identify thematic areas where GBV and gaps can be realistically measured.
- Identify relevant stakeholders to report on the report platform (public and private sectors).
- Set up an action plan for collecting data from various sources.
- Develop the structure, sections, and framework of the National GBV Platform.
- Develop the content and reporting template of the platform in Arabic and English.
- Develop guidelines, protocols, and frameworks for the effective use of the platform, ensuring its compliance with GBV data ethical standards (confidentiality, do no harm…).
- Advise on monitoring and evaluation mechanisms and tools to track the platform’s impact.
- Develop clear and effective data collection tools and methods towards the achievement of the effective protection of women and girls from all forms of violence, include GBV, by providing a systematic monitoring tool to ensure proper measurement and collection of data.
- Provide policy and advocacy guidance and recommendations to ensure the platform contributes to national priorities.
- Support NCLW in conducting 3 technical workshops with public and private sector representatives to gather insights and enhance the platform content.
- Ensure alignment of the platform with the national frameworks including the National Strategy for Women in Lebanon.
- Ensure alignment with international standards and best practices as well as national needs and priorities.
- Coordinate closely with NCLW team through multiple rounds of review and back-and-forth.
- Coordinate closely with the Web Expert/Firm on data structure, indicators, and other related matters to be reflected in the technical design through multiple rounds of review and back-and-forth.
