Program Officer: Civil Society And Elections Expert

The National Democratic Institute for International Affairs (NDI) is seeking a Beirut-based Program Officer with experience in civil society and elections to manage a program supporting electoral reform and election monitoring efforts. The Program Officer will work closely with Lebanese civic groups to provide support and assistance in developing and implementing electoral reform advocacy programs, including media campaigns, town halls, press conferences, and other citizen engagement activities, as well as a large-scale election monitoring operation. Successful candidates will have demonstrated expertise in one or more of the following areas:  citizen election monitoring, messaging and communications, use of ICT’s, public opinion research, and social change campaigns. The position is based in Beirut. Primary Responsibilities Assist Lebanese organizations with a range of effective advocacy practices, including: citizen engagement strategies, volunteer and staff recruitment and retention, internal and external communications, coalition development, and ICT solutions; Assist Lebanese civil society organizations and activists to lead comprehensive election observation efforts, including use of sample-based observation methodology; Provide day-to-day management, oversight and mentoring of local program staff in NDI’s Beirut office; Ensure programmatic goals are achieved and reporting requirements are adhered to; Develop and maintain relationships with key partners in civil society, election administration bodies, government and the donor community; Consult regularly with Washington-based staff on program progress draft and submit field reports to NDI/Washington that monitor and measure program results and political developments; manage workplans and timelines, and monitor program budget. Perform other duties as required, including acting as backup to team members not present.

• Preferably a minimum of eight (8) years relevant work experience in international development, organizational development, election observation, or experience at NDI;
• Bachelor’s Degree, preferably in international development, political science or management; graduate degree preferred; Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis;
• Practical experience in organizational development, coalition- and network-building, and issue advocacy campaigns;
• Experience with citizen election observation, including the use of sample-based observation methodology, and the use of information and communication technology for data collection, management, and visualization;
• Significant training experience and workshop facilitation skills;
• A demonstrated ability to conduct and apply sophisticated political analysis to programmatic activities;
• Demonstrated ability to work effectively with senior political and civic leaders as well as members of the donor and diplomatic community;
• Ability to communicate skills and experience to others as a trainer, advisor and consultant;
• Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders.
• Excellent managerial, interpersonal and networking skills, as well as the ability to conduct professional political relationships;
• Strong oral and written communication skills in English;
• Arabic language skills desired;
• Working knowledge of Google platforms, Microsoft Windows environment, and spreadsheets;
• Ability and willingness to travel to regional locations which may be remote and difficult to reach;
• Working knowledge of Lebanese political and civil society context desired.
