National Institution for Social Care and Vocational Training NISCVT has a zero-tolerance policy with regard to Sexual Exploitation and Abuse. Protection from Sexual Exploitation and Abuse (PSEA) is the responsibility of everyone. Selected candidates will therefore undergo rigorous reference and background checks against their past behavior against sexual exploitation and abuse and misconduct and may be required to provide additional information further on in the selection process. All individuals affiliated with NISCVT will be required to always comply with the PSEA Policy and Code of Conduct.

National Institution for Social Care and Vocational Training (NISCVT Beit Atfal Assumoud) is a humanitarian NGO working with the Palestinian communities in Lebanon since 1976 in development and emergency response. NISCVT’s mission is to contribute to the development of the Palestinian community in Lebanon through various projects and services addressing the needs of the whole family focusing on education, community, economic development and VTCs, health and relief including psychosocial support.

Background of the project:

The Enhancing Quality Inclusive Education (EQIE) Project aims to improve access to safe, inclusive, and quality education opportunities for vulnerable children in Palestinian camps and gatherings. The project focuses on strengthening teaching and learning through teacher training, mentoring, and inclusive educational support. EQIE also promotes children’s well-being by integrating psychosocial support (PSS), play-based learning, and protective approaches within learning environments.

The project seeks to enhance teaching quality, improve students’ learning outcomes, and foster supportive and inclusive classroom environments that respond to children’s academic and psychosocial needs.

Teachers play a key role in enhancing teaching quality and improving learning outcomes across the EQIE project for school-aged children in Grades 1 to 4 who have difficulty with Arabic and English. Through classroom observation, coaching, and capacity building, the teachers ensure that instruction is learner-centered, inclusive, and aligned with program goals.

Key Responsibilities  (PSS Monter)

1. Provide Technical Mentoring and Support to PSS Facilitators

  • Conduct regular observe to  CBPSS activities and provide on-site technical mentoring and coaching to facilitators
  • Support facilitators in applying safe, inclusive, trauma-informed, and child-centered approaches during sessions.
  • Reinforce quality implementation of structured PSS activities, including facilitation techniques, group management, emotional safety, and guided reflection components
  • Support facilitators in identifying and responding safely to children showing signs of distress or protection concerns
  • Provide practical recommendations and follow-up support to strengthen session quality and participant engagement

2. Monitor Child Protection, Safeguarding, and Safety Risks

  • Observe and flag any child protection, safeguarding, inclusion, or safety risks within partner centers and during activities
  • Monitor issues related to unsafe practices, emotional harm, exclusion, overcrowding, discrimination, or barriers to participation
  • Ensure concerns are documented and reported to the supervisor in a timely and confidential manner

3. Support Safe Identification and Referrals

  • Act as a focal point for facilitators and designated staff to raise child protection or safeguarding concerns
  • Support safe and confidential referrals through established referral pathways, including:
    • Child Protection case management
    • GBV case management
    • Mental health and specialized support services
    • Family tracing and reunification services for unaccompanied or separated children
  • Follow up with facilitators and partners to ensure referrals are conducted safely and appropriately
  • Do not provide direct case management services

4. Support Safe Programming and Accountability Measures

  • Ensure key Communication with Communities (CWC) and IEC materials are visible and accessible within partner centers, including:
    • PSEA information
    • Complaint and feedback mechanisms
    • Available services and hotline information
  • Support partners in reinforcing safeguarding, confidentiality, and safe programming practices during implementation
  • Report gaps or concerns related to accountability and safeguarding systems

5. Coordination and Reporting

  • Coordinate regularly with partner focal points, facilitators, and supervisors regarding implementation challenges and protection concerns
  • Share regular updates on:
    • Risks observed
    • Mentoring and coaching provided
    • Challenges affecting implementation quality
    • Referrals conducted
    • Follow-up actions taken      

​​​​​Expertise (Certifications / Education, Professional Experience, Language)

  • Background in social work, psychology, education, child protection, or related field
  • Previous experience in Child Protection, Psychosocial Support, or community-based programming
  • Experience facilitating or mentoring PSS or child-focused activities is an asset
  • Understanding of safeguarding, confidentiality, and referral pathways
  • Strong interpersonal, coaching, and communication skills
  • Comfortable working in emergency and community-based settings

  • Strong understanding of Psychosocial Support (PSS), Social and Emotional Learning (SEL), and child development principles.
  • Ability to mentor, coach, and support facilitators, teachers, and field staff in implementing quality PSS activities.
  • Strong facilitation and capacity-building skills.

  • Strong observation, guidance, and feedback skills to improve staff performance.
  • Ability to create safe, inclusive, and supportive learning and psychosocial environments.
  • Ability to monitor activity quality and ensure adherence to program standards.
  • Strong planning, organization, and time-management skills.
