Monitoring and Evaluation Specialist

The Role

The Monitoring and Evaluation Specialist reports to the SEF Program Manager and  supports overall SEF management to improve the organizational, operational  effectiveness and team performance. In this role, you will provide SEF stakeholders and management with objective and relevant data on work plan progress, implementation against stated objectives, among other things, which ensures data driven decision making. You will also maintain the overall data of SEF, bring in innovative ways of gathering and processing data, sustain an advanced M&E system across the organization, lead the effort to monitor and evaluate program and project interventions, document results and provide feedback to stakeholders to guide decision-making

Duties and Responsibilities

Monitoring standards, guidelines, methods and tools

Develop M&E mechanisms at an organizational level, as well as relevant field-friendly tools, modes and systems for data collection, and subsequent analysis

Oversee the development and implementation of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline and endline assessments, and all monitoring for process, outcome and impact evaluations

Assist in establishing baselines, design of database of socio-economic data for planning, implementation and follow up of program development plans and strategies

Assist in the creation of new organizational processes that facilitate operational effectiveness and help achieve better outcomes

Liaise with the different departments and other relevant stakeholders to ensure realistic inputs into annual plan and target setting exercises, and on implementation of coordinated monitoring and evaluation systems

Facilitate and assist management in the cross-functional  planning and integration of the different organizational targets into Work Plan progress, and provide advice on enhancing the strategic vision of the annual process and working documents

Demonstrates an accurate follow-up on the various M&E's project plans.

Reports on any identified shortfalls in M&E and information management to program staff and proposes solutions with the approval of upper management.

Assist the SEF management in finding and developing continuous improvement and automation tools to enhance the overall effectiveness and efficiency of the team. 

Data Collection, analysis and reporting

Reports to program partners, SEF CEO & COO, and Program Manager on monthly basis various quantitative and qualitative indicators and progress status

Coordinate the processing, analysis, and reporting of data online and offline

Develop data collection tools that are user-friendly for better efficiency among the team

Develop and oversee data flow pattern for the program that will ensure timely data collection and reporting

Coordinate with the technical team, collate and provide analysis of data and information, producing substantive analytical and informative reports

Coordinate the use of the M&E Database and online mastersheets to support data collection, analysis and reporting needs.

Reports on any identified shortfalls in M&E and information management to program staff and proposes solutions with the approval of upper management.

Capacity Building

Responsible for building the competencies of the field M&E team in programs and projects via capacity building training

Draft/develop and streamline reporting templates that facilitate the acquisition, aggregation and flow of information in and between the team,  programs and projects

Create, implement and provide training on necessary monitoring and evaluation templates and databases

Coordinate the development and/or streamlining of reporting templates that facilitate the acquisition, aggregation and flow of information in and between programs and projects

Prepare briefs/papers for Head of M&E Unit and Senior Management as necessary

Develop accurate, realistic and measurable baselines, indicators and targets at the planning level

Support program staff and SEF partners in the implementation of M&E plans as needed. 

Documentation and Lessons Learnt

Guide the documentation processes for the best practices and lessons learnt based on program approaches pertinent to implementation of organizational plans and targets.

Provide ongoing support on new monitoring and evaluation methodologies, providing training to M&E Unit staff, and facilitating learning sessions for other stakeholders

Provide mentoring as needed to colleagues (e.g. on baseline/indicator/target/results concepts

Coordinate with team, donors, and relevant stakeholders to ensure required monitoring tools are employed properly and utilized regularly

Combine field and office time to supervise data collection and field programming in parallel with distance reporting.

Experience and Background

University degree in the development field, social science, economics, or relevant discipline. MPA or MBA is a plus. 

3 to 5 years of relevant professional experience in monitoring and/or evaluation within a development organization. 

Knowledge and experience with international donor reporting platforms. 

Experience in Project Management a plus

Excellent English communication, both written and verbal. 

Highly comfortable with online digital communication and business tools including Google Suite. 

Ability to deal eloquently and effectively with internal and external stakeholders, Attention to detail , Reporting management ability, Knowledge in Data Management Process and KPI reporting as agreed upon with Management, Process and Result Oriented, Donor Engagement experience is a plus.
