Tafawok Technical Consultant - Construction Sector

The Tawafoq project is an economic development project that is focused on increasing youth’s access to the labor market and helping MSEs improve their productivity. The project is being implemented in Beirut and Tripoli by two local partners with the support of Swisscontact. In Beirut, Swisscontact has been supporting Nawaya in carrying out the project’s activities. The first component of the project, coaching for employment, was launched in 2020. Over one hundred young Lebanese, Syrians and Palestinians have completed the training and improved their access to the labor market. 

In 2021, a Business Centre was launched in Beirut to help address the second component of the project, the development of MSEs in the construction sector. The Technical Consultant will contribute to the daily operations of the Business Center, and will assist the program coordinator in the construction-related and site-related aspects of the “Naaam” Business Center and online platform. He/she will handle on-site activities that assure the proper execution of services requested by clients. An essential part of his/her role will be to supervise MSEs/contractors and ensure they work in a timely, safe and professional manner. He/she will also be in charge of developing sustainable work systems within the Business Center and contribute to the expansion of the network by contacting and interviewing MSEs, contractors and other relevant market actors.

1. Technical support

• Supports the selected SMEs/contractors with technical information required for the proper preparation and completion of the job.

• Discusses with the selected MSEs/contractors the suitability n of proposed designs/services for every site.

• Guides SMEs/contractors through the quotation process (gathering quotations from material suppliers, price comparison and selection based on the Market Study, filling required forms) and through the online service application process (uploading forms on the Naaam website, submitting the proposal).

• Proposes and Develop/Finalize general quality and safety control measures/regulations pertaining to the Construction Sector.

• Configures and integrates management tools to professionalize the MSEs/contractors’ job process.

2. Site supervision & Reporting

• Contacts clients to get more details and required information about the requested tasks in order to facilitate the quotation process for MSEs/contractors.

• Conducts site inspections to assess and evaluate the clients’ requested services, and advise whether or not additional preparation works is required.

• Prepares technical recommendations on cost-effective and energy-efficient measures if deemed necessary.

• Inspects job sites to check on projects statuses, Reports on progress from start to finish, and ensures that the work conducted is in line with the clients’ initial requests and expected outcomes.

• Provides technical oversight on the construction/maintenance/reparation process to ensure high quality, innovative, long lasting and functional results.

• Ensures that projects are completed within budgets and agreed upon timelines between the concerned stakeholders, with the oversight of the Program Coordinator.

• Develops and Submits written summary reports on projects with the end purpose of evaluating all parties involved.

• Contributes to the development and implementation of pre/post-construction monitoring and evaluation tools as communicated and explained by the Program Coordinator.

3. Network expansion

• Assists actively in expanding the business network by outreaching, meeting and interviewing contractors, consultants, and suppliers.

• Conducts construction-related workshops according to involved parties’ needs.

 • Any other Task might be added within the scope of the Business Center and its technical requirements.

• Master's Degree in architecture, design or construction engineering;
• Academic qualification in building construction, preferably with specialization in design, construction and building retrofitting. He/she must have deep knowledge of integrated building design and overseeing technical construction site work.
