Invitation to Bid (ITB) - Lebanon Country Programs - Vocational Trainings

Summary

Background: For 100 years, the Near East Foundation (NEF) has worked to build more sustainable, prosperous, and inclusive communities in the Middle East, Caucasus, and Africa through education, governance, and economic development initiatives. Working through a network of country offices and local partners, NEF currently has approximately 250 staff members – almost all nationals – and programs in ten countries: Armenia, Jordan, Lebanon, Iraq, Mali, Morocco, Palestine, Senegal, Sudan, and Syria. Its programs are organized around three themes: Peacebuilding through Economic Cooperation, Climate-resilient Agriculture, and Microenterprise Development. 

 

Assignment:  NEF intends to support 450 persons with Vocational Trainings as per the following:

  • 125 persons in Kentari - Beirut
  • 50 persons in Taanayel – Central Bekaa
  • 50 persons in Halba – North Lebanon
  • 100 persons in Tripoli – North Lebanon
  • 125 persons in Saida – South Lebanon
  • 70% females
  • 30% males

 

Technical Requirements:

1. Online and/or face-to-face trainings are requested.

2. The service provider is free to suggest the online platform, if needed, (Whatsapp, Youtube Channel, Facebook Room etc...) that he/she sees suitable.

3. Beneficiaries of different areas can't attend the same training.

4. Training topics are limited to the ones mentioned in the Annex A attached.

5. The service provider can bid for more than one training topic.

6. The curriculum of the training topics shall be submitted with the offer - offers submitted without curriculums will not be considered.

7. Curriculums (sub-topics) mentioned in the attached Annex A are important subjects suggested by NEF technical representatives to be taught to the participants. Additional topics shall be added by the service provider to cover the full training period.

8. Trainers’ resumes shall be submitted with the offers - offers submitted without resumes will not be considered.

9. Minimum attendees for each training is 8 - the service provider shall provide the prices accordingly.

10. The number of sessions for each training topic is mentioned in the attached Annex A and should be respected.

11. The duration of each session is 2 to 3 hours in case the training is online, and 4 to 5 hours if the training is face-to-face.

12. The service provider shall mention the location where he/she is intending to apply - North, Bekaa, South or Beirut.

13. The service provider can bid for trainings in all the locations mentioned - North, Bekaa, South & Beirut.

14. The service provider can choose to bid for any of the lots mentioned in the Annex A or he/she can bid for all the lots.

15. Several trainings for the same topic may be required, thus, more than one available instructor is always a plus.

16. The service provider is responsible for delivering the training materials to the centers that will be designated by NEF in each area (North, Bekaa, South & Beirut).

17. For online trainings, the service provider is responsible for conducting a brief training to the beneficiaries of each area on the platform that should be used.

17. For face-to-face trainings, the service provider is responsible of the transportation of the beneficiaries from NEF’s partners’ centers to the training centers.

18. The centers’ locations, from where the beneficiaries should be picked up for the face-to-face trainings are:

  • Arcenciel centers: Kentari, Beirut - Halba, Akkar, North Lebanon – Taanayel, Central Bekaa
  • Sanabel El Nour center: Tripoli, North Lebanon
  • Sheild center: Saida, South Lebanon

19. The starting date of the trainings will be in mid-April 2022.

20. At the end of each training, the following documents shall be submitted to NEF: (a) Invoice (as detailed in this ITB), (b) Daily attendance sheet, (c) Proof of the names and number of the attendees from the platform used, if the training is online, (Soft copies), (d) Final training report, (e) Certificates of attendance for the participants.

Financial Requirements:

The price of the bid must be fixed and final, inclusive of VAT and the transportation costs. 

 

Currency of Bid:

All prices should be quoted by the bidders in USD, unless otherwise stated.

 

Payment:

Payments will be made after the trainings’ completion of each area by an International Bank Transfer in USD, within 15 days from the reception of ‎a proper invoice and all of the documents requested in point 20 of the above ‘Technical Requirements’.‎

 

Bid Validity:

Bids shall remain valid for a period of 30 days after the date of the bid submission deadline.

How to Apply

 

  • Bid Document: Interested bidders are to read this ITB carefully and fill the Annex A with all the mentioned requirements, then print, sign, and stamp all the pages. Please email procurementlebanon@neareast.org to receive an Excel-version of Annex A. 
  • Tender Process: Interested and eligible bidders are requested to submit their bids by email to: procurementlebanon@neareast.org with a subject line, Vocational Training.

  • Closing Date: Deadline for bids submission is April 6th, 2022.  All bids submitted after that date and time will be rejected.

Submission Requirements:  

Interested bidders should submit the following:  

  • Company legal documents including:
    • Commercial circular
    • Certificate of Registration
    • MOF Registration
    • VAT Registration or VAT exemption document
    • Copy of the owner/president ID or passport
  • Technical proposal (including understanding and comments on the ITB).
  • Financial proposal (inclusive of VAT).
  • Bank Account Details (Fresh Account).

 

Corrupt Practices

The standards of ethics of the Near East Foundation should be respected during any procurement process and the execution of contracts. In pursuit of this, the Near East Foundation defines, for the purposes of this provision, the terms set forth below as follows:

  • “Corrupt practice” includes the offering, giving, receiving, or soliciting of anything of value to influence the action of a public official in the procurement process or in contract execution.
  • “Fraudulent practice” includes a misrepresentation of facts in order to influence a procurement process or the execution of a contract to the detriment of the Near East Foundation, and includes collusive practices among bidders prior to or after bid submission designed to establish bid prices at artificial, non-competitive levels and to deprive the Near East Foundation of the benefits of free and open competition.

In any case where fraud or corruption is identified, NEF will take appropriate action, including but not limited to:

  • Rejecting any bids where the bidder has engaged in corrupt or fraudulent practices in competing for the contract.

 

Eligible Bidders

A bidder shall meet the following criteria to be eligible to participate in NEF procurement: 

the bidder, at the time of bid, is not: 

  • insolvent
  • in receivership
  • bankrupt 
  • being wound up 

A bidder, and all parties constituting the bidder including sub-contractors, are required to disclose any and all conflicts of interest. All bidders found to have an undisclosed conflict of interest may be disqualified. A bidder may be considered to have a conflict of interest with one or more parties in this bidding process, if they have a relationship with each other, directly or through common third parties, that puts them in a position to have access to information about or influence on the bid of another bidder or influence the decisions of the Near East Foundation regarding this bidding process.

 

Evaluation of Bids

The Near East Foundation will evaluate the submitted bids according to the following criteria:

  • Quality of the service according to the required specifications.
  • Price in comparison to NEF established rate.
  • Ability to deliver the requested service by the required time.
  • Demonstrated excellent service.
  • Solidity of the offer/quotation prepared.
  • Reputation of the service provider.
  • Adherence to ethic and anti-corruption practices of NEF.
  • Previous experience with NEF.

 

Award Procedures

  • The Near East Foundation shall award the contract in writing, with an award letter, to the selected bidder before the end of the bid validity period.
  • Any bidder who has not been awarded a contract, will be notified in writing.
  • The award letter will state the sum that the Near East Foundation will pay the supplier/service provider in consideration of the good/service prescribed in the contract, and in accordance with the bid. 

 

Signing of Contract

  • Upon receipt of the letter of acceptance, the Near East Foundation shall call the successful bidder to sign the contract.
  • Within an agreed timeframe, an authorized representative of the successful bidder shall sign, date, and return the contract to NEF.
