The Near East Foundation (NEF) is seeking candidates for a Capacity Building and Training Officer to be based in Lebanon. For 100 years, NEF has worked to build more sustainable, prosperous, and inclusive communities in the Middle East and Africa through education, governance, and economic development initiatives. Working through a network of country offices and local partners, NEF currently operates in eight countries: Armenia, Jordan, Lebanon, Mali, Morocco, Palestine, Senegal and Sudan. Its programs are organized around three themes: Peacebuilding, Sustainable Agriculture, and Microenterprise Development
Position Description
The Capacity Building and Training Officer is a member of Near East Foundation team in Lebanon, reporting to the Project Manager. The purpose of the Capacity Building and Training Officer position is to work with project officers to develop and implement ToTs, training modules, materials and provide on-going coaching to CBO partners and field agents for a BPRM-supported project. This 1-year project will reduce household economic vulnerability and reliance on harmful coping strategies by increasing access to livelihoods and protection information and skills; home-based income-generating activities; and training and career guidance linked to savings and protection for adolescents.
The Capacity Building and Training Officer will: (a) Develop and coordinate all project training modules and on-going technical assistance and mentoring for CBOs and volunteers; (b) organize and arrange the implementation of capacity building and training activities for beneficiaries on different training topics; (c) assure the coordination of capacity building services with activities conducted under various project components; (d) identify vocational training needs of beneficiaries and organize training workshops through private institutions or CBOs. The Capacity Building and Training Officer will perform his/her duties and responsibilities in accordance to the project proposal and budget in addition to the programmatic, administrative and financial policies/ regulations of the Near East Foundation.
Responsibilities
The Capacity Building and Training Officer will:
Ensure that training components and activities are implemented as outlined in the project proposal and budget in accordance with NEF policies and regulations;
Develop and implement on-going technical assistance and mentoring for the CBO partners and volunteers on a variety of training topics;
Assist in conducting Training of Trainers (ToT) for CBO staff and volunteers on business development, vulnerability assessment, financial literacy, child rights, etc.
Using a niche market assessment, identify potential topics for vocational trainings and coordinate with the CBO and private institutions to hire trainers and implement the trainings;
Responsible for identifying the needs, challenges and opportunities amongst the beneficiaries and their business ideas, and organizing groups and trainings to address the relevant topics;
Plan and provide support during the training of adolescents on financial literacy, savings methodology, financial resources, and risk management;
Conduct on-going monitoring and evaluation on all project trainings and trainers to ensure that the focus, strategies and activities remain relevant for the beneficiaries and to propose adjustments when needed;
Maintain ongoing communication with project stakeholders regarding project progress and challenges;
Work as a team player providing relevant assistance to colleagues and ensuring that project components, for which he/she is responsible, are interlinked;
Ensure to take and maintain minutes of meetings; accurately draft and provide training or workshop summaries;
Ensure security and appropriate use of project and NEF assets;
Perform other duties as assigned.
Produce monthly progress reports in coordination with volunteers, CBOs, and NEF project staff;
Coordinate with the Business Development and Livelihood Officer to develop extensive plans for all project trainings;
Qualifications and Requirements:
The successful Capacity Building and Training Officer must be a self-directed individual with the following qualifications:
Bachelor degree in development, business, education, social science, economics, or equivalent combination of education and work experience.
3-5 years of experience in development and/or humanitarian organizations, including significant experience in organizing and managing different types of trainings, including vocational, life and business skills.
Preferable to have experience in income generation activities, SMEs, capacity development, social inclusion and protection and alternative basic education.
Proven record of effective training management, including planning, implementation and managing a budget;
Fluency in English and Arabic and ability to effectively write reports;
Good facilitation and training skills, including management of effective trainings, workshops and meetings with a diverse population with clear gender focus;
Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts;
Effective team player, able to develop and maintain effective working relationships within a distributed and dynamic team;
Flexible, creative and problem solving-oriented;
Competence with MS Office applications, including Word, Excel and Outlook.
