Technical Director (Re-Advertised)

MANAGEMENT TASKS: 1. Ensure operational management of North LEDA in compliance with the North LEDAs Internal Rules and Regulations 2. Co-ordinate and encourage the activities of the North LEDA staff in accordance with specific requests and instructions issued by the LEDA Management Board. 3. Conduct and coordinate the actions included in the annual plan, through organizing the human, technical and financial resources at disposal in the most effective and efficient way, and control the compliance of the staff with the duties. 4. Responsible for the implementation of the North LEDA yearly business plan. 5. Assist in the Yearly Strategic Plan development in collaboration with the Management Board. 6. In charge of Call For Proposal for Projects as well as Projects writing and elaboration 7. Shall assure the North LEDA office is open to the public, and ready to receive the client 8. Control the office discipline. 9. Agree performance targets with the LEDA staff members individually. 10. Hold regular North LEDA team meetings to review results, plans, new ideas, problems, etc.; invite members of the LEDA Management Board to participate in each meeting. 11. Monitor performance of the LEDA team members and conduct twice-yearly staff performance appraisals. 12. Provide guidance and one on one training to North LEDA team members; actively participate in training programs aimed at the development of his/her professional skills. 13. Ensure that the North LEDA clients’ database is correctly and adequately used by all North LEDA staff and that the North LEDA provides information to the Management Board promptly and in the format requested. 14. Actively promote the services of the North LEDA as a whole in the local community by contributing to the local media, addressing local meetings, staging events at the Agency, and through other appropriate activities. 15. Ensure that local experience, success stories, contacts, and other useful information is promptly and adequately disseminated. 16. Ensure that all North LEDA facilities and equipment are maintained in good serviceable condition. 17. Ensure that the LEDA at all times presents a good image to clients, donors, and the public in general. 18. Actively promote productive linkages between the North LEDA, other NGO’s, and other relevant organizations. 19. Prepare quarterly action plans and progress reports. 20. Handle correspondence and keep the filing system related to the all North LEDA matters 21. Represent the North LEDA, when required, vis-a-vis other UN organizations in Lebanon, donor organizations, other international organizations, as well as national Government and non-governmental institutions and endeavour to build professional relationships with local, regional and national authorities in order to ensure full participation of a broad spectrum of national leadership in the identification, planning and execution of North LEDA activities   FINANCIAL TASKS: 1. Strictly monitor and control the North LEDA compliance to the approved budget by the North LEDA president and its Management Board, and its strict implementation. 2. Review, evaluate and authorise, where correct, the settlement of approved expenses on the behalf of the North LEDA. 3. Prepare yearly budget on the ground of partial budgets suggested and recommended by each department and office and recommend amendments as deemed appropriate. 4. Propose the budget to the president and document it as clearly as possible for necessary approvals by the Management Board and General Assembly.   GENERAL TASKS: 1. Assist the President whenever requested to implement board decisions. 2. Initiate, direct, lead and guide the concerned staff with new tasks, jobs, service and responsibilities decided upon by the North LEDA BOD and when it’s requested by the President. 3. Direct, lead and guide the North LEDA legal department and the BOD secretary in order to for them to administer the proper filing and archiving of BOD and GA decisions.   QUALIFICATIONS: 1. Must have excellent human relationship skills, a great degree of organization, motivations, and ability to lead. 2. Experience of providing management advisory services 3. Knowledge of the NGO-related issues. 4. Be familiar with development methodologies, including participatory approaches to strategic planning and strategic management 5. Proven ability to draft, and produce written proposals and results-focused reports 6. Experience of work with the international organizations, high-level government officials representing central governmental bodies and local administrations 7. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) 8. Should posses strong analytical skills and comment if necessary accounting and financial documents needed. 9. Proficiency in reading, writing and speaking of Arabic, English and French Languages. 10. Must have significant and suitable work experience not less than 7 years in management positions of medium or large sized public or private organisations. 11. Must hold formal qualifications as a university degree with more than 10 years of administrative experience or its equivalence as deemed appropriate by the Board of Directors and or its President, in the field of business, economics or administration     Local candidates, living in the North LEDA area of operation will be highly desirable.
