NCA is looking for a Solar Power Consultant who will work together with the NCA WASH team to prepare the project design, develop the bill of quantities (BoQs), support in the setting of the selection criteria for the bidders who will apply for the tender book for the procurement and construction of the solar system, and last but not least, provide technical supervision of the implementation. As part of this consultancy, NCA recommends a capacity strengthening approach whereby the consultant will provide on-the-job training to the NCA WASH team and staff at targeted sites. Such trainings aim to increase their technical skills and knowledge related to the design, implementation, operation and maintenance of solar power systems.
The objective of this consultancy is to support NCA in designing, procuring, and implementing solar power systems. The consultant will work closely with NCA technical team who will coordinate with stakeholders to ensure high-quality system design, compliance with regulations, and smooth execution.

How to Apply
The Tenderer shall complete and submit the following documents with his/her tender:
Annex 1: Invitation to Tender, and Terms of Reference, signed and stamped by the applicant
Annex 2: Financial Proposal Submission Form, signed and stamped by the applicant
Annex 3: General Terms and Conditions for Service Contracts, signed and stamped by the applicant
Annex 4: Code of Conduct for Contractors, signed and stamped by the applicant
Annex 5: Vendor Bank Verification Template, signed and stamped by the applicant
Letter from the bank for confirmation of the bank account of the company / lead consultant. It should be issued in 2026
Valid 2025 Company Business Registration for companies / Ministry of Finance number (الرقم المالي) for lead consultant
A copy of the owner / lead consultant passport or national ID.
CVs of the engineers that will be working on the project
Membership in the engineering syndicate for each CV presented
List of references: to submit proof of minimum 5 years of relevant experience. Provide 3 samples of previous work (BoQs, technical study, and reports), one is related to solar water pumping.
and other relevant information that should be made known to the Contracting Authority.
Any Proposal that does not include the above requirements, may be led to an automatic disqualification from the procurement process.
The proposal and all correspondence and documents related to the Request for Proposal exchanged by the Candidate and the Contracting Authority must be written in the language of the procedure, which is English.
The Financial Proposal shall be presented as an amount in <USD> in the Proposal Submission Form in Annex 2. VAT and/or any sales tax applicable to the purchase of services shall be indicated separately in the proposal.
