Call for Consultancy Proposal (Gender and Equality Consultant)

About NPA

Norwegian People’s Aid (NPA) is a humanitarian organization rooted in the Norwegian Labor Movement. We work with International Development Partnerships, Humanitarian Disarmament, Rescue Service and First Aid and Asylum and Integration. NPA works in 39 countries around the world and has more than 12000 members in Norway and 2400 staff worldwide.

NPA in Beirut covers Lebanon and Regional MENA Programs. NPA Lebanon is currently implementing Development, Humanitarian Assistance, and Humanitarian Disarmament Projects throughout Lebanon, including the Palestinian camps and gatherings. NPA’s development program centers on partnerships with local actors, including capacity building and organizational development, especially in human rights, youth, and women. NPA’s humanitarian program centers on partnerships with local actors in livelihoods and protection sectors. NPA’s humanitarian disarmament programme centers on clearing mines and cluster munitions in South Lebanon. NPA humanitarian programme has several mine clearance teams.

NPA has 2 offices in Lebanon, one in Beirut and one in Tyre and currently employs 93 staff. NPA has a management group consisting of Country Director, Programme Managers, Finance Manager and Operations Support Manager. The large majority of NPA staff are local.

NPA maintains a gender sensitive approach in partnerships, organizational development and our programmes.

NPA sees the enhancement of women’s participation and strengthening the rights of women as crucial to move towards strong communities.

 

Overall objective

To enhance NPA’s internal gender equality at the work place and among colleagues

 

Concrete outputs

  • a baseline assessment of the perceptions, attitudes and practices regarding gender equality among the staff in the NPA Lebanon offices in Beirut and Tyre.
  • a plan to enhance gender equality at the NPA Lebanon offices among staff, including follow up and progress evaluation after an agreed period of time
  • a series of workshops delivered to the staff addressing gender equality at the work place for all of NPA Lebanon staff.
  • a mid-term and end line assessment done of NPA Lebanon office staff, highlighting changes in perceptions and attitudes on gender equality.
  • end-recommendations to management based on mid-term and end-line assessments.

 

Methodology

  • Review of relevant internal NPA documents.
  • The assessment and follow up process will be conducted by an external consultant or a consultant team with the support of the NPA Lebanon management staff.
  • The consultant will develop a work plan with clear milestone deliverables and timelines consistent with the set timeframe of the assignment.
  • The consultant will propose the methodology, which can include both quantitative and qualitative data collection and analytical tools.
  • The proposed methodology and work plan should be included in the proposal to be approved by NPA.

Desired qualifications and competencies:

  • Proven experience in organizational development, management and human resources.
  • Extensive experience in gender equality programs.
  • Very strong knowledge of the Lebanese context and culture.
  • Knowledge of gender mainstreaming in humanitarian disarmament programs.
  • Experience in designing and conducting assessments and trainings.
  • Experience working with local and/or international non-governmental organizations.
  • Excellent written and spoken English and Arabic language skills.

 

Contract Period (Action/Dates)

Final date for submission of proposals:    May 30

Scanning of proposals and meeting applicants:  June 01 to 20

Signature of contract:  June 25

Implementation period July: to December 2018

 

Periodical meetings will take place between NPA focal point and the consultant during the period of the project. Adjustment of dates might be negotiated between NPA and the consultants.

 

Budget

Max 60,000 USD. Please note that this amount must cover any taxes that may apply.
