ABOUT NAVTSS The National Association for Vocational Training and Social Services (NAVTSS) is an independent, social and educational institution founded in Lebanon in 1983 with the aim of providing vocational and cultural training to youth in marginalized and oppressed communities, especially youth residing inside the Palestinian refugee camps.  At its launch, NAVTSS closely coordinated with UNRWA and a number of activists to set-up short training programs that would provide youth with skills that they can use to improve their social and economic standing. In fact, when UNRWA’s Siblin Training Center (STC) was destroyed during the war, NAVTSS’s center replaced (STC) and UNRWA instructors trained youth at the center in Burj El-Barajneh. This occurrence helped set up a solid base for NAVTSS’s programs. Currently NAVTSS runs 5 Vocational and Cultural Training Centers in Lebanon. Although its centers are located inside Palestinian refugee camps, due to the reputation it has built and its caution to remain non-discriminatory, its beneficiaries include Palestinian as well as Lebanese youth. Moreover, since the Syrian crisis, NAVTSS has opened its centers to the Syrian youth as well. NAVTSS remains dedicated to empowering youth in general, and refugee youth in particular, to realize their basic human rights through targeting them with programs that would enhance their life and employable skills to prepare them for leadership in their communities.    THE PURPOSE OF THIS TOR In its quest for continued improvement, NAVTSS is seeking a consultant or a company to assess its training needs and implement a capacity building workshop for its team on the Concepts of Proposal Writing. Activities should be completed by the end of December 2015. During February 2016, NAVTSS will contract an external evaluator to evaluate the work done.   ASSESSMENT METHOD The assessment methods should be participatory and involve as many stakeholders as possible. Data collection methods may include primary and secondary data collection, interviews, and focus group discussions. Interviews and focus groups are to be held in Arabic. However, the assessment report is to be submitted in English.   CAPACITY BUILDING METHOD Capacity Building is to be implemented through an interactive workshop to be held in Arabic. The workshop shall introduce participants to the concepts of proposal writing. The trainer is expected to deliver a training report upon training completion.     QUALIFICATIONS REQUIRED: The Consultant should have the following competencies and experiences: –         Advanced degree in relevant field (e.g. Social Sciences, Public Health, etc) –        Good understanding of the situation of Palestinian refugees in Lebanon –        Familiarity with civil society –        Good analytical and critical thinking –        Experience in reporting and training –        Good command of Arabic and English
