Program Development and Reporting Officer (Regional)

Function prerequisite

 

Experience and knowledge:

  1. Advanced university degree (Bachelor degree or equivalent) in Business, law, international relations, social sciences, international development, communications or in a related area.
  2. A minimum of 3-5 years of progressively responsible experience in project/programme management or project/programme development.
  3. Demonstrable experience in concept note and proposal writing for a range of donors.
  4. A proven track record of securing funds from at least two of the following institutional donors: SIDA, FCDO, the Netherlands Government, and the EU/EC.
  5. Experience in one or more of the following thematic areas: Food Security and Livelihoods, Sexual and Gender Based Violence, Conflict prevention and peacebuilding, civil society capacity development, advocacy, legal aid.
  6. Demonstrable experience in managing dialogues between organizations and partners in the design and development or programs/projects and the development of proposals for institutional donors.
  7. Strong understanding of logical frameworks, budgets, result-based management and best practices in MEAL.
  8. Good understanding of trends in donor risk and compliance policies as they relate to Lebanon and other countries in the region.
  9. Experience and knowledge of Lebanon and other countries in the region.
  10. Experience in report writing.
  11. Experience working in a multicultural and/or international work environment.

  1. Fluency in oral and written English and Arabic is required.
  2. Excellent written and verbal communications skills.
  3. The ability to synthesis complex information from a range of sources and to communicate to a range of audiences.
  4. Excellent interpersonal, cooperation, and networking skills.

  6. Strong ICT skill.

RESPONSIBILITIES

 

General Description

Reporting to the Country Programme Manager, the Programme Development Officer will be responsible for monitoring institutional donor trends in policies and funding opportunities, leading on programme development by working closely with staff and existing partners, identifying and assessing potential partners, and working closely with the Country Programme Manager and Country Director on donor communications, proposal development, and reporting. The Programme Development Officer will also contribute to the development and updating of context analysis and country programme strategies.

 

Main Tasks:

  • Monitor institutional donor trends and opportunities in the region.
  • Develop and update a realistic fundraising strategy in-line with NPA’s country strategy and programs.
  • Lead or support on the development of concept notes and proposals, with special attention to proposal narratives, work plans, logical/result frameworks, and budgets in coordination with programme and finance staff.
  • Lead on assessing and ensuring due diligence and compliance processes in-line with specific internal and donor requirements.
  • Lead on developing and regularly reviewing the Regional Grants and Partnership strategy.
  • Support programme teams and partners to ensure the submission of timely reports and relevant project documentation.
  • Undertake assessments of existing and potential partners for programme development and implementation, and contribute to partner capacity development for proposal writing, reporting, and donor compliance.
  • Contribute to the development and/or review of country strategies.
  • Contribute to the design and management or programmatic evaluations.

 

General/Others

  • Support the program team in ensuring quality implementation of projects and timely and accurate partner reporting.
  • Ensure proper archiving of all documentation pertaining to the projects and partners
  • Ensure close collaboration with other departments, including Finance, Communication, and MEL.
  • Contribute to monitoring critical trends and assessing needs of countries in the region.
  • Perform other duties as assigned by the Country Programme Manager.
