Program Manager

Duties and Responsibilities Under the supervision of NPA country director, the incumbent will undertake the following tasks: Manage and oversee all programs functions, operations and staff and ensure the successful achievement of NPA’s goals and strategies.  Assist program staff in the development of project reports, work plans and other project obligations, and ensure timely submission and quality of contents and reports. Maintain full knowledge of the country office / project issues, including the operational environment and potential risks. Manage and supervise NPA’s Program Coordinators in a pro-active and supportive way, according to the strategies and plans defined both on the strategic and operational levels. Develop and maintain positive and constructive relationships and co-operation between the different programs, teams, partners and other relevant stakeholders. Assist the Country Director in the development and implementation of new programs and ongoing projects as well as work on strategy development. Liaise with partners and ensure internal and external reporting for donors: proposals and reports writing and follow up. In collaboration with the Country Director and Financial Manager, establish a country office budget. Ensure appropriate budget management practices (including preparation of projects budgets) are followed and all financial reporting practices are in line with donor requirements in coordination with the Financial Manager. Track monthly financial reports and work to prevent cost overruns and under-runs on projected expenditures in the absence of justifiable variances. Help the Country Director assess and mitigate risks associated with working in the country and in implementing country projects. Identify gaps in funding and plan for resource mobilization to address these gaps to ensure country office sustainability. Participate in the recruitment of operational and management staff in country as required. Provide technical support to country office and programs as needed. Coordinate and ensure timely follow up on action items. Provide support to NPA regional programs and projects. Conduct regular performance evaluations for the Program Coordinators. Perform other duties as assigned by the country director.   Qualifications required Excellent oral and written command of English and Arabic. Fully proficient computer skills and use of relevant software and other applications Five to seven years of relevant working experience Strong communication skills, teamwork and ability to establish and maintain positive working relations. Able to take initiative and work independently. Have the necessary skills in proposal writing, monitoring and evaluation.
