Programme Manager

The Programme Manager should lead and manage Norwegian People’s Aid‘s development and humanitarian programme. The Programme Manager has the overall responsibility for all aspects of the programme which include management of programme staff, budget holder responsibility, partnerships, policy development, risk mitigation, and grants management in line donor requirements. NPA is seeking a Programme Manager with strong managerial and leadership abilities to strengthen results and partnerships in the field of development and humanitarian assistance.  Responsibilities include: Be part of the senior management team for NPA Lebanon, taking responsibility for overall development of NPA Lebanon and synergies with other programmes managed from Beirut. Supervise programme staff and build a strong and competent programme team Overall responsibility for the design, implementation and evaluation of the Programme Be responsible for the development, monitoring and management of the programme according to strategies, (annual) plans and budgets in accordance with overall NPA guidelines and NPA Humanitarian and Development strategy and policies, with emphasis on relevance, quality, cost efficiency and impact. Financial management and budget holder responsibility for the Programme. Ensure adequate risk management (security, operational, organizational, financial) of the Programme Establish, develop and strengthen framework of partnership with organizations in line with NPA strategic objectives Provide necessary capacity building of partners and oversee and guide the coordination of technical and financial assistance to partner organizations Responsibility for planning and strategy work for Lebanon Development Programme in coordination with the Country Director Liaise with donors, UN agencies, national and international organizations and government bodies relevant to the programme in coordination with Country Director Develop the funding basis for the programme by developing funding strategies, networking, concept papers, proposals and budgets in search of new funding as well as to maintain current funding Prepare proposals, budgets and reports in line with NPA standards and donor requirements Any other responsibilities as assigned by the Country Director or International Programme Department.

• At least 3 years’ experience, and demonstrated success at senior level management in an NGO
• Previous experience of, and manifest interest in civil society and/or humanitarian engagement
• Experience in fundraising and donor relations
• Previous international work experience, preferably the region
• Demonstrated success in projects designing, implementation, monitoring, evaluation and reporting
• Proven skills in budgeting, finance development and risk management
• Strong communication skills
• Excellent writing and oral skills in English language
Desirable (will be an advantage):
• Arabic language skills (Highly desirable)
• Experience from conflict areas
• Experience from Lebanon
• Knowledge and understanding of Norwegian/Scandinavian, politics, aid-policies and donors

EDUCATION DEGREE
• Relevant advanced university degree
