Functional prerequisite:
- Minimum 2-3 years of relevant professional experience in a similar role, preferably with an international organization.
- Bachelor degree in a relevant field, a Master degree is an advantage.
- Good understanding of the political context in the Middle East region, in-depth knowledge of at least two country contexts, and demonstrated knowledge at least in two of the following areas: Protection, Economic Recovery, Human Rights, and Civil Society situation in the MENA region.
- Extensive demonstrated experience in Project Management across all its phased. Remote Project Management is an asset.
- Demonstrated experience in partner sub-grant management and partnership policies and values.
- Demonstrated experience in coordinating programme activities among several implementing partners and timely delivery towards programme objectives and reporting schedules.
- Demonstrated experience in organizational capacity development for partners, including working with local civil society organizations and networks with low capacities and undeveloped institutional structures.
- Understanding and willingness to work through partnership and partner-based approach and engage pro-actively in problem solving and in the programme development.
- Experience in budget development and knowledge of effective financial and budgetary control and grant management.
- Fluent in Arabic and English both spoken and written.
Advantage, but not required:
- Experience in advocacy work (local, regional, global)
- Experience in Research work in the MENA region
- Knowledge of human rights mechanisms
- Experience in networking and cooperating with other like-minded actors
- Experience in gender mainstreaming, PSEA and/or working in the framework of gender policies

Responsibilities:
- In close cooperation with NPA Regional Projects Manager, to plan, implement and follow up on NPA MENA regional projects’ activity plans and grant management cycle.
- Maintain the day-to-day regular contact with NPA partners in order to follow up on programme progress and to identify relevant capacity building needs, financial risks factors and come up with capacity development plans, relevant risk mitigation measures, and tailored solutions for partners.
- In close cooperation with NPA Regional Projects Manager and NPA partners, plan, implement and follow up on NPA partners’ organizational capacity development plans.
- In close cooperation with NPA Regional Projects Manager, ensure that NPA meets donor compliance standards and NPA-specific policies.
- Provide support, advice, and mentorship to partners and partner staff on organizational development and programme implementation.
- Participate in NPA’s proposal development under NPA Projects Manager’s lead and serve as the focal point with partners.
- Supporting partners in proposal development and reporting processes.
- Review partners’ narrative reports and support the partnership finance department with reviewing financial reports and reconciling them against narrative reports.
- Responsible to file properly all programme documentation (physical and electronic) according to set guidelines.
- Work closely with NPA Regional Projects Manager, Partnership Finance Department, and partners to ensure that all partners have proper anti-corruption policies and controls in place.
- Work closely with NPA Regional Projects Manager and partners to ensure PSEA practices and gender mainstreaming are implemented.
- Other duties as assigned by line manager.
