Norwegian People’s Aid – Lebanon (NPA) started its work in Lebanon in 1982 and is legalized in Lebanon through presidential decree number 829/1990. NPA in Lebanon works on humanitarian relief, human disarmament and supports local partner organisations active to promote democratisation including youth empowerment, women’s rights and Palestinian rights as well as disability rehabilitation and vocational training.
The Lebanon Relief Project Coordinator shall follow up Norwegian People’s Aid (NPA) humanitarian programme-activities in Lebanon and from Lebanon towards Syria under the auspices of the Lebanon Program Manager.
The Relief Project Coordinator is formally responsible to, and reports to, the Lebanon Program Manager.
Lebanon Relief Project Coordinator will coordinate closely with the team working on NPA Lebanon development activities.
All responsibilities and reporting have to be carried out in accordance with the strategic objectives of the NPA as set out in the International Strategy, the Regulation for Delegation of Authorisation and other relevant procedures and guidelines in the Quality Management System of NPA, as well as approved local guidelines, regulations and issued memos. Any deviation to the above has to be reported to CD NPA Lebanon.
Frequent travel within Lebanon is required.
Responsibilities:
General responsibilities
The Relief Project Coordinator is a part of the Lebanon Program team reporting directly to the Program Manager
The Relief Project Coordinator is responsible for implementation, monitoring and management of the humanitarian projects in Lebanon in line with NPA’s overall strategies, plans and policies, in close coordination with the team working on NPA Lebanon’s development activities and in coordination with and based on authorization from the Program Manager Lebanon.
Specific duties:
Policy and Relevance:
Adhere to relevant strategies, policies and routines in NPA and for NPA Lebanon.
In cooperation with the Program Manager:
o Provide input on planning and strategy work from the humanitarian perspective for
NPA’s overall Lebanon programme.
o Contribute in fund raising as per agreement with Program Manager and Country Director Lebanon.
Programme- and Thematic Responsibility:
Relief Project Coordinator shall follow up NPA`s humanitarian projects in Lebanon and from Lebanon towards Syria, including:
o Follow up, support and cooperate and communicate with the humanitarian relief programme partners.
o Ensure good monitoring of partners and ongoing projects on the site (result indicators, time-lines and budget monitoring) and ensure that program and finance commitments as per partner agreements and donor requirements are fulfilled.
o Participate in negotiation on partnership agreements & contracts with local partners. o Ensure that annual plans and budgets related to NPA Lebanon’s humanitarian relief programme are in place and that these enable relevant activities of good quality, in line with SPHERE-standards and other internationally accepted standards for humanitarian response.
o Develop proposals & budgets for new projects to NPA’s current and potential donors and actively contribute in fund raising.
o Provide periodic & final reports according to the project documents & annual work plan of the humanitarian programme and in line with donor-requirements and internal deadlines and procedures
Provide annual and monthly activity and work plans
Ensure proper risk management and adherence in the humanitarian projects to safety and security procedures in NPA, as well as reporting of security incidents in line with NPA regulations
Support NPA marketing & communication department with information and materials of the project(s) for distribution, e.g. for the website.
Facilitate good community relations by establishing and maintaining positive relationships with religious leaders, government officials, the UN, and non-government organizations (NGOs), attend relevant meetings, coordinate with government, NGO's and UN agencies to avoid overlap and identify programming gaps
Attend cluster meetings relevant for NPAs humanitarian relief program and coordinate with relevant international and national humanitarian organisations.
Monitor developments in Lebanon and towards Syria related to humanitarian needs and give advice to Program manager.
Financial Responsibilities:
Ensure optimal cooperation with the financial, administrative and logistical support teams
Day to day responsibilities for the management of budgets for projects within the humanitarian programme.
Provide support to the Program Manager and Finance Manager, so that they with Country
Director can ensure that financial and administrative procedures support programme activities in line with NPA Lebanon and HO guidelines.
Ensure budget control and prepare project-budgets for humanitarian projects for approval by Country Director and Program Manager when revisions are needed.
Administration, including legal and IT and logistic if applicable:
Relief Project Coordinator is responsible for implementing administrative decisions relevant to NPA Lebanon’s Humanitarian programme.
Ensure proper filing of all project documents.
Required Qualifications:
General requirements:
Field level emergency response and managerial experience, possess strong organizational and critical thinking skills, experienced in managing multiple programs and large diverse teams, ability to be flexible and adaptable, understanding of local culture
Must have:
3-5years of relevant experience in the field of emergency.
BA in political Science, international relations, management or any other field is required. MA degree in the mentioned fields is a plus.
Demonstrated strong ability to develop reports and proposals in English and Arabic.
Well-developed skills with computer applications including Excel, Word, and Power Point.
Ability to work independently while taking initiatives and showing a sense of responsibility

Team oriented, with ability to work efficiently independently
