CAMEALEON is an NGO led network conducting independent monitoring of the World Food Programme’s multi-purpose cash (MPC) programme in Lebanon. We are seeking a consultant(s) to support the delivery of a Value for Money Analysis (VfM). The purpose is to examine the operational VfM of WFP’s cash programme by reviewing efficiency, effectiveness, and accountability. The VfM analysis will provide recommendations on how to maximise the impact of the money spent during the remainder of the project. The analysis should combine qualitative and quantitative methods and be based on the CaLP Operational Models Framework, as well as drawing from aspects of DFID’s 4E’s approach (economy, efficiency, effectiveness, and equity) to VfM demonstration.
