Call For ICLA Consultant Lawyers

Background

NRC Lebanon commenced its information, counselling and legal (ICLA) programme in March 2011 and started with the provision of assistance to Palestinian refugees in Lebanon, with a focus HLP rights aiming at (a) improve the understanding and regulation of HLP rights; (b) improve legal assistance on HLP rights; and (c) promote the recognition of HLP rights.

NRC has been providing assistance for refugees from Syria since September 2011, initially with Shelter activities.  Through its work and with its coordination with relevant stakeholders, NRC has identified a number of protection needs, including information and legal needs faced by people fleeing from Syria. Since May 2012, NRC has expanded its activities to include information and counselling services for Syrian refugees (including Lebanese returnees and Palestinian Syrian refugees). These services are provided mainly through one Legal clinic and outreach work in the surrounding areas.

As part of the ICLA project, with a focus on refugees and displaced persons in Lebanon in addition to vulnerable Lebanese and migrant workers, NRC aims to (a) to better understand their rights and know how to access these practically; (b) improve the understanding and recognition of protection and legal gaps faced by the above mentioned targeted groups. In order to achieve these and related aims, NRC ICLA requires legal advice and assistance providing legal consultancy on related issues.

Legal work covered

  • Set out below is a non-exhaustive list of the legal work covered under this Contract. 
  • All work undertaken by the Consultant will be done in good faith and the Consultant will use all reasonable efforts to ensure sound work of the highest standards.
  • Prior to any work being undertaken, the Parties will cooperate with each other to identify and agree on the work. 
  • Prior to any legal case being undertaken by the Consultant regarding any of the beneficiaries, NRC must give written agreement (in the form prepared by NRC), including written agreement of the scope of the work.
     
  1. Presence in NRC Legal clinics or any other place agreed on as well as performing outreach work in Beirut/Mount Lebanon governorates at least two days per calendar week. The two days will be agreed upon by both Parties prior to any work being undertaken.  
  2. Provide beneficiaries of NRC with legal information and counselling on legal queries including HLP rights, legal status, legal documentation, employment rights, and related issues in Lebanon.
  3. Provide NRC beneficiaries with legal advice, opinion, analysis and so on regarding Lebanese legal issues related to NRC`s ICLA work.
  4. Provide NRC with technical advice and analysis of related legislation and case law.
  5. Prepare basic legal information for refugees and displaced persons.
  6. Further to NRC`s written agreement, provide legal assistance and representation for refugee or displaced persons/families with legal issues, including legal documentation, personal status issues and similar matters.
  7. Work with clients to explain all legal options available, discuss progress of cases undertaken and ensure excellent communication with clients at all times.
  8. Work with other lawyers especially within the NRC Legal Aid Network, including NRC implementing partners and relevant actors, to construct solid legal arguments and strategies for cases, using applicable domestic and international law as necessary.
  9. Identify potential legal cases.
  10. Attend workshops, seminars and training sessions of NRC’s Legal Aid Network and participate in an efficient manner in its development.
  11. Provide NRC staff with legal information and updates on relevant issues, as agreed with NRC.
  12. Provide briefings and reports for NRC on monthly basis, including formats to provide data for the data base.
  13. Work on other related issues as agreed between the Parties.
