1. Role and responsibilities
The following is a brief description of the role.
The Community Capacity Building Officer will work closely with the whole CCB team in Minieh, and will support and supervise the Community Capacity Building Assistants (CCBA) in establishing collaboration with refugees from Syria in informal settings; gathering and providing necessary information for regular reporting; for identification of gaps and duplication in services together with the refugees for improved assistance to vulnerable beneficiaries and improved on-site coordination.
It is expected that the CCBO spends most of his/her time in the informal settlements with the CCBAs.
Generic responsibilities
Together with the CCB team, establish refugee representative committees from all the demographics in the settlements;
Support the team in defining the methods of community participation that ensure the greatest possible participation of vulnerable groups (AGDM approach);
Schedule regular meetings with the refugee representatives for identification of gaps, duplications, protection concerns and capacity building of the representatives;
Together with the CCB team, meet regularly with the informal settlements stakeholders including the refugee representatives, local authorities and other service providers;
Implement with the team training modules, information and sensitisation activities in the settlements;
Supervise the CCBAs through developing weekly work plans and indicators together for monitoring of targets, and through supporting and guiding them in their daily work;
Provide the Camp Management Project Coordinator (CM PC) with regular reports from the informal settlements, to be shared with the wider humanitarian community;
Report to the CM PC immediately any protection breeches or gaps in the settlements;
Collaborate with NRC ICLA and other service providers to ensure that all partners and beneficiaries are aware of the existing referral system and any complaints mechanisms;
Collaborate closely with the other NRC projects who implements in Tripoli area;
Ensure an understanding of protection issues and the principle of confidentiality among the team members;
Report to the CM PC on who does what where (WWW) in the settlements for continual update of the overview;
Participate in assessments on protection issues and other data needed when required;
Any other relevant duties as requested by the Camp Management Project Manager.
Specific responsibilities
Assist in undertaking assessments for project start-up in new informal settlements.
Provide information from the field for coordination meetings with stakeholders.
Ensure close collaboration between the NRC CCB team and the refugee committees in the informal settlements.
Lead the team of CCB assistants in planning the weekly activities and movement plans, procurement needs, and reporting on activities to the CM PC and the Field Manager (FM).
Ensure an understanding of CM and protection principles and approaches among the team and the refugees.
Ensure understanding of the NRC Lebanon CM Strategy as well as the project specific targets and goal among the team.
Identify areas for internal capacity building needs among the team together with the CM PC.
Participate in any trainings or assessments required by the CCB, WASH, ICLA or Shelter team specific for the project.
Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
• Refugees representatives: a good collaboration with the representatives is critical for reaching the project objectives of increased participation by the refugees.
• Other NRC Core Competencies: Coordination with all the CCs on activities in T5 (Tripoli area).
The employee is required to respect the principle of strict confidentiality and the NRC Code of Conduct. The tasks and responsibilities might change during the contract period due to operational needs.

Ordinary National Diploma in Social Work or other relevant field
Minimum 3 years of relevant work experience in working with community based projects
Minimum 3 years of experience in working in similar positions, including managing staff
Experience of working in the geographical area
