Csmc Coordinator

These attitudes and believes shall guide our actions and relationships.  NRC is implementing a Collective Site Management and Coordination (CSMC) project in informal tented settlements in North Lebanon. The project currently provides CSMC activities in around 40 sites, mainly through the identification and capacity building of refugee representatives who form management committees within the sites, and regular meetings between NRC staff, the committees, service providers, and the local authorities. Capacity building of local authorities in CSMC is also a large part of the project. The CSMC Coordinator will work under the supervision and guidance of the Camp Management Project Manager (CM PM) to fulfil the objectives of the Norwegian Refugee Council (NRC) as stated in the Country Strategy, the Project Proposals, the annual activity plan, and the budgets. With the PM’s support, the Coordinator is responsible for managing the field team for the effective planning and implementation the CSMC project in the field. The Coordinator reports to the CM PM for the North on a daily basis.  Additional technical support may be provided by the CM Core Competency Advisor. 1.      Role and responsibilities The CSMC Coordinator will, in close coordination with the CM PM, have the following responsibilities: Programme planning and implementation: Plan programme activities on a daily, weekly, and monthly basis in accordance with the annual workplan, sector best practice and minimum standards, and NRC policies and guidelines.  Support the field team in ensuring a participatory approach to identifying and capacity building refugee representatives in the informal settlements (AGDM approach) Undertake regular field visits to the informal settlements to support the CCB team and guide them in the project implementation and to meet with the refugee representatives; Work with logistics and finance to ensure that expenditure and procurement is done according to budget and annual/monthly plans Organise and facilitate CSMC trainings for refugees, service providers, and local authorities/government staff Participate in the identification of new areas of intervention and organise assessments for site selection; Participate in the drafting of new proposals and strategies Monitoring and evaluation, information gathering, and reporting: Establish, adapt, and maintain systems for collecting and recording data for the efficient tracking of indicators as per the project log frame.  Ensure timely submission of relevant databases/spreadsheets. Ensure  regular and good quality reporting from the CCB team on protection issues and humanitarian gaps, and make suggestions for any needed amendments to templates; Provide the CM PM with regular reports (narrative and quantitative) on project implementation status and any identified issues; Provide input for external reports to the CM PM on project activities and humanitarian gaps identified for sharing with the wider humanitarian community; Provide input for final and intermediate reports on CCB activities to the CM PM for sharing with donors; Monitor activities in the field through regular field visits, and organise monitoring activities such as surveys, FGDs, and questionnaires The CSMC Coordinator will also be responsible for any other task relevant to the position as requested by the CM PM, CM CCA, Area Manager, or Country Director. Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position include: Ensure constructive cooperation with NRC’s other projects and core competencies in Lebanon, in particular the project activities in the North; Create and maintain strong working relationships with local authorities (including and especially Municipal Support Assistants) and counterparts from other service providers who work in the informal settlements; Represent NRC at relevant coordination meetings (bilateral or multilateral) in the field and in Beirut, as requested by the CM PM; Manage CCB field team (officers and assistants): ensuring that NRC’s performance management procedures are followed, and motivating and building the capacity of the team by providing on-the-job training and coaching, and identifying formal training opportunities Undertake recruitment of team members when needed, with support from HR and the CM PM; Provide support, capacity building, and coaching to municipal staff seconded by NRC Actively promote the rights of refugees from Syria, and share information on gaps and needs 2.      Competencies Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:  1. Professional competencies These are skills, knowledge and experience that are important for effective performance. Generic professional competencies and experience for this position: Ordinary National Diploma in Social work or other relevant field Masters in Social work or other relevant field is a plus Minimum 5 years of proven field experience, preferably from refugee/IDP programmes in complex emergencies and with experience from working in a difficult security environment; Practical experience in planning and implementation of humanitarian projects to deadlines and targets; Experience in staff management and leadership; Proven skills in report and proposal writing. Experience in logistics/ admin / finance management (including budgeting); Strong IT skills, particularly Word and Excel Highly approachable, trustworthy and aware of the principles of confidentiality; Extremely well organised Actively seeks and responds to constructive feedback Very good English language level (spoken and written); Good communication and interpersonal skills, and a strong team player Context related skills, knowledge and experience (shall be adapted to the specific position): Experience working in the field in humanitarian projects Experience in capacity building and community based programming; Experience of working in the geographical area; Good cultural awareness and sensitivity; Knowledge of the NGO operations and the dynamics of the humanitarian sector; Significant understanding of complex emergencies and crisis contexts; 2. Behavioral competencies (max 6) These are personal qualities that influence how successful people are in their job.
