Education Field Officer

Job Purpose Summary  In response to the Syrian refugee influx, NRC has expanded its programme to respond to the education and psychosocial needs of children and youth through programmes offered in formal and non-formal education settings in emergencies. In the Tripoli area, NRC developed the non-formal education response through the establishment of the Minieh Community Centre in North Tripoli, where there is a high concentration of Syrian refugees. The Community Centre provides a safe and secure space in which refugees from Syria (including Palestinian refugees, other refugees and Lebanese returnees) and Lebanese beneficiaries from the host communities can access a range of education and protection services. The Education Field Officer is responsible for the implementation of the community centre activities in line with the NRC ‘Community Centre Guidelines’ and the work plan agreed with the Education Field Coordinator. The purpose of this position is to provide learning activities, recreational activities, life-skills training and psychosocial support to the children, youth and parents in a protective and safe environment. The Minieh Community Centre is managed in collaboration with NRC ICLA core competency and provides also information, counselling and legal advice to beneficiaries. Key Responsibilities Staff Management Manage and support the Education Field Assistants and the instructors, animators and caregivers working in the community centre; Provide support and build capacity of the supervised staff; Implementation of Activities Responsible for the implementation and follow-up of the project activities in accordance to the NRC Community Centre Guidelines and the work-plan developed and agreed with the Education Field Officer; Collaborate with the Education Field Coordinator in the development of timely procurement plans in line with the implemented activities; Actively participate in the implementation of the activities in the community centre in collaboration with the instructors, caregivers and animators; Responsible for the daily management of the community centre activities and for ensuring that child-protection principles are respected at all times; Actively promote the Right to Education and Child Protection principles along with an advocacy outlook; Implement the outreach programme activities in collaboration with the Education Field Coordinator, e.g. need analysis and focus group discussions; Regularly monitor the activities implemented by Education Field Assistants, instructors, animators and caregivers working in the community centre; Ensure that the NRC Code of Conduct is respected at all times; Coordination Actively work in collaboration with the NRC ICLA, Camp Management and Shelter Core Competencies to ensure the holistic delivery of quality services; Actively collaborate with the NRC Lebanon Technical Team; Understand and coordinate proper referral mechanisms in collaboration with the NRC ICLA team Know the education activities that other institutions working in the same area are carrying out with displaced Syrian and other beneficiaries; Monitoring and Evaluation Monitor the regular attendance of beneficiaries; Keep proper administrative records in line with NRC guidelines; Collect data as required by the Education Field Coordinator; Other tasks as requested and agreed upon with the Education Field Coordinator; Qualifications and Competences Academic and Professional Qualifications Graduate degree in Education or Social Work; At least 1 year technical and operational experience with education and/or child-protection programming in the humanitarian/development sector; Understanding and practice of the Core Humanitarian Competencies and behaviours; Knowledge of psychosocial activities related to psychosocial support programmes; Experience in human resources management and capacity building; Strong understanding and practice of protection and in specific child protection; Understanding of gender equity and gender responsive programming; Commitment to the NRC code of conduct and international laws/codes/conventions related to the rights of children and the overall protection of children; Commitment to implementing programs that involve children and youths at all levels of the project implementation; Relevant experience in training staff; Proved skills in participatory approaches; Experience in community sensitization and mobilization programmes; Fluency in Arabic and English; Knowledge, Skills & Personal Attributes Good communication and interpersonal skills Strong organizational and team working skills Good cultural awareness and sensitivity Highly approachable, trustworthy and confidential Able to work under pressure Achievement indicators Objectives have been reached according to the established work-plan; Procurement plans have been developed in collaboration with the Senior Education Officer; Records are regularly kept; NRC logistical, financial, administrative and security procedures have been adhered to; Contributions to team-work and a professional working environment is noted; The NRC Code of Conduct has been followed at all times; Coordination, collaboration and cooperation with NRC core competencies is promoted and practiced; Upholds NRC in the education sector and the quality of NRC’s work is noted as relevant and meaningful in the hosting community and among beneficiaries;
