The Norwegian Refugee Council (NRC) established its presence in Lebanon during the early days of the war over the summer of 2006. By April 2007, an education in emergencies programme was launched providing catch-up classes and recreational activities to Iraqi refugee children and youth. In the fall of 2008, the program expanded to include further support to Palestinian refugee children and youth and in 2013 to respond to education needs of the Syrian refugees. In 2014, NRC offers quality education support to Lebanese, Palestinian, Syrian and Iraqi children and youth.
The NRC Education Programme strategy aims at supporting refugee and displaced children and youth in achieving their full potential and enjoying their right to education.
NRC’s education strategy to support refugees from Syria to access their right to education takes place through the following responses:
a) Working closely with the Lebanese Ministry of Education and the Lebanon Education Working Group (EWG) by supporting education assessments and designing education response in line with the Lebanese INEE Standards for Education in Emergencies and international standards.
b) Providing learning support and recreational activities to refugee and host community children so they can access and stay in school, professional support for teachers, awareness sessions for parents, and minor school rehabilitation for schools hosting refugee children.
c) Supporting alternative education options and non-formal education opportunities including, accelerated education and ongoing learning support classes with a view of integrating refugee children in formal school or community based schools.
d) Strengthening referral mechanisms through close work with NRC’s legal assistance expertise and other NGOs who may provide additional support.
JOB PURPOSE
Under the guidance and supervision of the Education Filed Coordinator, the Education Officer will be responsible in helping in the selection of community based education spaces, collecting beneficiaries’ data, monitoring the teaching and learning processes, and providing coaching support to teachers.

1. Role and responsibilities
The following is a brief description of the role.
Generic responsibilities:
Participate to identification and selection of spaces for the implementation of Community Based Education;
Assess the and collect beneficiaries data (out of school children) within outreach activities and mobilization sessions;
Mobilize the Refugees Communities making them accountable on the implementation of community based education (community participatory model designed in project outreach strategy)
Assess the equipment’s needs of Learning Spaces and report them to project’s supervisors;
Participate to implementation and monitoring of Community Based Education activities: monitor the teacher’s performance and attendance (in coordination with the local communities);
Monitor according to NRC/supervisor guidance the correct implementation of lessons and remedial languages classes through classrooms observations;
Organize teacher’s capacity buildings and learning events/workshops according to NRC’s material and mandate
Ensure that NRC activities are implemented in accordance to INEE Minimum Standards for Education in Emergency, Minimum Standards for Child Protection in Humanitarian Action (include monitoring of child abuse and/or mistreatment);
Draft report upon request of the supervisors and according to defined tools;
Specific responsibilities
Under the guidance and supervision of the Education Field Coordinator:
Indentify together with the communities, spaces for the implementation of Community Based Education
Participate in the implementation of surveys at Syrian refugee ITSs and other refugee gatherings/ collective shelters to identify lists of out of school children (ages 6-13) in accordance with educational and age group level;
Coordinate with shelter team and community focal points for the identification of safe learning spaces within the communities; advise on new community schools locations, design, furniture, and other teaching and learning material
Participate together with the Education Field Coordinator in the teachers’ selection process;
Participate in the assessment of teachers’ training needs and organise teachers’ communities of practice;
Conduct trainings for teachers and continue to support teachers through regular coaching.

Relevant Education Background: University Degree in Education
Teaching experience (at least two years)
Experience from working in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts

Awareness and understanding on the INEE Minimum standards and related tools
Experience in working with communities
Fluency in English and Arabic, both written and verbal
