- Role and responsibilities
The Emergency Response Officer is responsible for leading and supervising the Emergency Response implementation by identifying emergency cases, establishing collaboration with the refugees and stakeholders in urban and informal settings, gathering and camps, and providing necessary information, regular reporting and identification of gaps and duplication in services to improve the assistance to vulnerable communities.
1. Generic responsibilities
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement delegated Emergency Response project portfolio according to plan of action
- Prepare and develop status reports as required
- Ensure proper filing of documents
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
- Promote and share ideas for technical improvement
- Carry out related mainstreaming of protection in programme daily implementation as per the set NRC’s Protection mainstreaming guidelines, and ensures reporting any breaches/concerns to the line manager for proper action.
- Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator.
2. Specific responsibilities
- Support with activities involving relevant Consortia partners as requested by the Line Manager
- Participate in any trainings or assessments required by NRC Programmes
- Report to the Line Manager on the WWW (who is doing what, and where?) for proper coordination and activity gap analysis.
- Participate in assessments on protection issues and other data needed when required
- Implement, with the Shelter/WASH team, information and sensitisation activities in the settlements
- Provide the Line Manager with regular reports as requested, to be shared with external actors, donors or NRC senior management
- Support the Shelter/WASH team in defining the methods of community engagement that ensure the greatest possible participation of vulnerable groups (AGDM approach)
- Supervise the Emergency Response activities by developing weekly work plans to achieve targets.
- Collaborate with other NRC Core Competencies and external service providers to ensure that all partners and beneficiaries are aware of the existing referral system and any complaint mechanisms;
- Ensure that the distribution sites are organized according to standard operating procedures and security rules
- Conduct multi-sectoral field assessments in areas experiencing new displacements
- Perform any other relevant Emergency Response duties as requested by the Line Manager
- Implement the full community protection approach (CPA) process effectively and efficiently to meet the project deliverables on time and to a high standard

- Bachelor degree in Political Science, International Relations, Social Sciences or equivalent
- Minimum of 2 years of relevant work experience in a similar role, preferably in the humanitarian sector
- Previous experience in providing information and counselling services
- Previous experience in community sensitization
- Experience of working with IDPs/Refugees
- Knowledge of protection issues and programming
- Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
- Fluency in English and Arabic, both written and spoken
