Evaluation Analysis and Learning Officer

   1.Role Summary: 

The Monitoring and Evaluation (M&E) unit supports management in the learning, programme structure, systems, and tools to measure the impact of NRC Lebanon’s work. The main objective of the EAL Officer is to support in tool development and analysis of programme data.  

Generic Responsibilities: 

  1. Ensure adherence to NRC policies, tools, handbooks and guidelines. 
  2. Prepare and develop status reports as required by management. 
  3. Promote and share ideas for technical improvement. 
  4. Support and contribute to the development and implementation of M&E systems, including M&E procedures, guidance, and tools.  
  5. Contribute to the evaluation of and reflection on M&E practices in the organisation. 
  6. Contribute to the development and implementation of M&E systems, including M&E tools. 
  7. Support programme staff in developing data collection methodologies and tools and in data management, analysis and use.  
  8. Support the implementation of activities to monitor programme quality. 
  9. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action. 

 

Specific Responsibilities: 

  • Support in the design of outcome monitoring tools and data collection protocols. 
  • Complete data analysis of outcome data and support with qualitative data analysis. 
  • Support in the preparation for and implementation of data interpretation sessions.  
  • Complete the review of actuals and targets reporting in DHIS.  
  • Report on outcome indicators on DHIS2 (District Health Information System).  
  • Attend core competency specific workshops, trainings, and meetings as needed.  
  • Assist with other M&E duties as required.

  • M&E Coordinator; Database Officers; Programme Officers; and Programme Coordinators in the 
  • Protection Focal Point 

 

    2. Competencies: 

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:  

Professional Competencies: 

  • Bachelor degree in social sciences, economics, statistics, or any other related field   
  • Minimum 2 years relevant  work experience preferably in research, non-government, and/or outreach organizations 
  • Demonstrable experience participating in assessments or surveys  
  • Previous experience from working in complex and volatile contexts 
  • Fluent in English and Arabic, both written and spoken  
  • Experience using SPSS, STATA, Epi Info, or R (desirable)  
  • Proficient in MS Office applications, including Word and Excel
