Field Human Resources & Admin Officer (National Position- North)

Generic responsibilities These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Comply with NRC’s HR/Admin policies and procedures Assist with the implementation and roll out of HR & Admin policies, procedures and NRC standards at area level Provide HR/Admin support for staff welfare and programs/activities Supervise, train and support HR/Admin staff in Area including Performance Management Reporting HR/Admin packages as needed Fulfill any other related tasks that may be assigned by the HR/Admin Manager or Area Manager   Specific responsibilities These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.   Human Resources:   Follow up on Recruitments held at field level. Liaise with different programs and departments and ensure proper follow up of the procedures in place (including long and shortlisting, interviews, decision papers, tests …) Maintain all up to date records of leave balances and overtimes for the field staff. Monthly Reports to HR Beirut Follow up on the implementation of NRC’s Performance Management system, provide support and ensure proper filing Ensure, coordinate and facilitate the on boarding of new staff in field offices including requesting of ID card, business cards, office keys (Entry Procedures) Ensure Smooth Exit procedures for staff leaving (including clearance forms and asset transfers) Keep staff database updated at all time for field staff, Monthly Payroll reports to the Main office Compile and follow up staff documents for personnel files, send to Beirut office for filing (ID cards, insurance cards, NSSF papers, CVs, signed contracts …) Support in NSSF and Insurance  packages at field level Initiate Induction packages and deliver HR/Admin sessions Deliver and facilitate trainings at field level when needed. Ensure that all capacity building and staff development approaches are well recorded and reported Keep HR lists and organograms for field office staff updated at all times   Administration: Seek possible and adequate premises for NRC’s offices, warehouses, apartments etc Draft and follow up Lease agreements & MOUs in coordination with Admin department in Beirut Ensure that NRC telephone Usage Policy is well implemented at area level. Liaise with Admin in Beirut on Landlines, requested Mobile Sim cards, limits, hotline usage etc Collect, order and dispatch Visibility items as needed – Manage Stock  Make Accommodation arrangements for staff and visitors within the area – initiate payments Organize meetings, conferences, trainings both internal or external Monitor usage, request and dispatch Kitchen supplies & Office stationeries. Manage stock balances Order and dispatch Mobile recharge cards for field staff Attend meetings on request to take down minutes and be capable of editing, typing and circulation to participants concern. Handling and filing original and hard copies of all required documents for administration according to NRC filing key Make translations to-from English-Arabic and general correspondence in English and Arabic Assist in other administrative matters as needed   Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: Work closely with Main HR and Admin teams on daily basis   Work closely with Field Logistics on Asset transfers and procurement needs Work closely with program staff and other support functions on staff issues & follow up Liaise with external hotels, taxi companies and suppliers   2.      Competencies Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories: 1. Professional competencies These are skills, knowledge and experience that are important for effective performance. Generic professional competencies for this position: 2-3 years of experience from working with HR and Admin fields Previous experience from working in complex and volatile contexts Documented results related to the position’s responsibilities Very Good Command of English Language Context related skills, knowledge and experience (shall be adapted to the specific position): Time Management Accuracy Regular follow up 2.
