Finance Officer

Job Purpose Summary To support the Finance Department in Lebanon with financial routines and takes responsibility of processing country-wide commitments.   Key Responsibilities Daily bookkeeping, utilizing the NRC Agresso accounting system. Ensure that adequate financial management routines and systems are in place and that NRC’s accounting practices and standards are adhered to; as well as that the requirements from donors, auditors and authorities are fulfilled, especially in relation to purchasing, authentication and payment procedures. Prepare payments for all centralized commitments including; payroll for national staff, NSSF, income tax, consultants and vendors; in accordance with NRC’s financial procedures and contract policies. Perform monthly reconciliations of Beirut bank accounts. Ensure that monthly cash forecasts from all field offices are sent on a timely basis. Ensure sufficient cash in the bank by regularly monitoring the bank balances. Ensure proper and adequate filing system for financial documents. Receive and review financial vouchers from the field offices and ensure that the supporting documents meet NRC and donor financial and procurement rules and regulations. Assist in the production of donor financial reports and any other financial management reports. Assist in the preparation of budgets for donors. Support the external auditor to ensure timely audit report statements. Performs other duties as assigned by Finance Manager or, in his/her absence, the Operations Director. The Finance Officer must cooperate closely with the Logistics & Administration-HR departments to ensure that all financial transactions are accurate & well documented. Qualifications and Competences Academic and Professional Qualifications Ordinary National Diploma in Business Management / Finance Major Relevant Experience Minimum of 3 years of relevant work experience in a busy organization. Knowledge, Skills & Personal Attributes Good communication and interpersonal skills Strong organizational and team working skills Good cultural awareness and sensitivity Highly approachable, trustworthy and confidential Very Good English Language level (Business English is a plus) Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus Good computer application skills in Microsoft Excel, Word, PowerPoint, database and network communications.
