GIS and Data Analysis Officer

  1. Role Summary:

The GIS (and Data Analysis) Officer is responsible for data management to create and manipulate GIS databases to visualise quantitative and qualitative information elements spatially on maps, and accordingly provide analysis to serve the outcomes of the assessment exercises.  The position holder does not manage any staff directly, but has a constant liaison with Database Officers in the Area Offices.

Generic Responsibilities:

  1. Monitor and report on the project activities and ensure compliance with plans and NRC standards.
  2. Assist in preparing the work plans for the teams of field assistants and concerned staff, in collaboration with the GIS Coordinator and area office project managers/coordinators.
  3. Locate and identify national and subnational data at a range of spatial scales.
  4. Support area offices in the mobilization of communities and community leaders for the implementation of the assessment phases and coordinate with the relevant actors on field level to ensure proper and smooth implementation.
  5. Report all data collection related concerns and suggest new methods and approaches in order to improve the quality of activities.
  6. Prepare data visualisation documents and analysis tools and reports as fit for the objective of the project and as advised by the Line Manager.
  7. Ensure that NRC’s related activities are implemented with NRC’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action.

Specific Responsibilities:

  1. Design, develop, manage and update the projects’ geodatabases, and check data quality to report errors/discrepancies as needed;
  2. Manage data processing, including tallies, typing, maps, surveys, etc.; and ensure that the collected data is reported as per set procedures and that the necessary documents are provided before and during assessment, analysis, and drafting report stages.
  3. Perform desk-based data capturing applying digitizing and geo-referencing techniques;
  4. Contribute to the design and development data collection tools including assessments and digital field surveys;
  5. Manage and carry out data corrections and validations.
  6. Manage data manipulation and generate data visualisations using ArcGIS programs mainly ArcMap for desktop and ArcGIS online using web maps and story maps;
  7. Consolidate data and provide analysis as required;
  8. Manage revision and improvement of the reference documents such as workflows, data entry procedures, etc.;
  9. Support shelter and M&E teams to ensure relevance, consistency and quality of data;

Critical Interfaces:

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Shelter and WASH PMs at area office level
  • Shelter and WASH Coordinators at area office level
  • Protection Coordinators at area office level and the Protection Advisor at country office
  • Monitoring and Evaluation Coordinators at area office level and the M&E and IM team at country office

 

      2. Competencies:

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

  • Bachelor’s University degree or equivalent in Architecture, Civil Engineering, Topography, Urban Planning or other relevant field with technical specialization in Geographic Information Systems (GIS);
  • Minimum two years of relevant work experience in spatial  data management, sorting and analysis, and drafting of reports;
  • Fluent in Arabic and English, both written and spoken; Professional experience in data collection, management and mapping tools especially GIS (ArcMap software, ArcGIS online and its application such as Web Maps, Survey 123, Collector for ArcGIS, etc.), spreadsheets, AutoCAD, ODK surveyor other relevant software
  • Experience in conducting field assessments;
  • Previous experience from working in complex and volatile contexts is desirable??
  • Previous experience in GIS and data analysis work related to urban profiling is an asset;
  • Familiarity working with municipalities and public sector is desirable;
  • Experience in coordinating with a team of multidisciplinary background is desirable.
