HRMS Implementation Technical Officer

  1. Role Summary:

The HRMS Implementation Technical Officer is responsible for overseeing and implementing various activities related to NRC’s Human Resources Management System (HRMS), internally named NRC People, across NRC Lebanon in line with NRC’s policies and procedures, and provide direct support and interference in the implementation, standardization, and reporting of all NRC People activities across all offices within Lebanon. The position holder will ensure proper follow up with the Regional Office, Head Office, and HelpDesk on various relevant matters; and will also provide training and direct technical support to staff, line managers, and the HR staff on the usability of the system and its functionalities.

Generic Responsibilities:

  1. Implement and train staff on all NRC People related policies and procedures.
  2. Provide daily follow up on all related activities.
  3. Ensure compliance with NRC policies, handbooks and guidelines.
  4. Promote and share ideas for improvement.
  5. Ensure capacity building of relevant staff in Country and Field offices and transfer key skills.
  6. Advise and support line managers and staff on NRC People utilization.
  7. Ensure compliance with NRC People instruction guides in all procedures and processes, and follow up on the standardization of procedures across all offices.
  8. Prepare periodic related reports and advise on best practices and suggested improvements.
  9. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.

 

Specific Responsibilities:

 

  • Act as the primary liaison between the HR department and the Head Office, Regional Office, and HelpDesk to ensure that system requirements are understood and delivered to meet organizational needs.
  • Coordinate daily NRC People operations and serve as the focal point for user system queries through HelpDesk.
  • Train and provide technical assistance to system users including staff members, line managers, and Human Resources on modules related to HR Core, Recruitment, Payroll, Performance Management, and Talent Management.
  • Identify and recommend opportunities to further enhance the system functionality.
  • Organize system testing to ensure upgrades, applications and other developments are fully operational upon implementation.
  • Contribute to the development of system processes and relevant NRC People policies and procedures required.
  • Develop and maintain functional specifications, including reference materials and manuals to assist system end users.
  • Ensure that all NRC People related Helpdesk tickets are properly logged, assigned, and updated.
  • Attend meetings, workshops and conferences as required.
  • Provide feedback on the system usage including recommendations when necessary.
  • Promote the use of the system and carry out promotional campaigns among staff and line managers to enhance usage rate.
  • Perform other related tasks and duties as assigned by the line manager.

 

Critical Interfaces:

 

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

 

  • Work closely with all line managers on requests and system procedural matters
  • Coordinate and liaise on related system matters with HR field staff
  • Coordinate with HR Regional and Global team on system matters and updates
  1. Competencies

1. Professional Competencies:

These are skills, knowledge and experience that are important for effective performance.

  • Minimum 4 years of experience within an integrated HRMS system, preferably with experience in Oracle database
  • Strong verbal and written communication skills in Arabic and English and a demonstrated competency to interact with people at all levels of the organization
  • Proficient in MS Office Applications, mainly Word, Excel, and PowerPoint
  • The ability to manage information of a confidential and/or sensitive nature
