Human Resources & Administration Manager

  1. Role Summary:

The main objective for the Human Resources and Administration Manager is to lead the HR and Administration department strategically and technically in the Country Office/Beirut, oversee HR and Admin compliance and strengthen the HR/Admin support services (i.e. staff care and employee relations, recruitment, operations, learning and development, onboarding and exit procedures and HR/Admin compliance) in NRC Lebanon and its areas of operation. The position holder will ensure that NRC Lebanon is well-positioned to respond to current and future needs and is able to demonstrate strong engagement and leadership in all areas of focus while ensuring capacity building for the HR and admin team and line managers across the country.

Generic Responsibilities:

  1. Develop and Implement NRC’s HR & Admin strategy, systems and procedures at the national level. 
  2. Ensure adherence to Employment Guidelines and other NRC related policies.  
  3. Ensure compliance with the local labor law and governmental regulations within Lebanon. 
  4. Manage the HR and Admin team in all offices whether with a direct line management or technical.
  5. Ensure proper quality control and audit of the country HR Admin function across all offices.
  6. Provide regular reporting and analysis that can be used to further improve service delivery.
  7. Instil a general culture of learning in line with NRC's values and leadership/management framework.
  8. Oversee related administrative duties and ensure compliance with existing legal and governmental reporting requirements and provide support and guidance to the team.
  9. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC. Implement SIP (Safe and Inclusive Programming) relevant activities.

Specific Responsibilities:

  • Contribute to the Country’s strategy and the HR/Admin Plan of Action by providing input and initiatives, and follow up on completion and rollout, while aligning with Global Strategies.
  • Oversee the implementation of all HR and Admin-related policies, procedures and objectives in coordination with the existing teams to ensure success, consistency, and compliance.
  • Provide support and guidance to HR and Admin staff, management, and other staff (national and international), particularly when complex, specialized, and sensitive questions and issues arise. 
  • Partner with the senior management team, line managers and staff to understand and execute human resource strategies.
  • Oversee, enhance, and manage NRC Goals & Performance to drive high performance ensuring managers have regular performance and development discussions with their teams whilst monitoring the Goals & Performance system.
  • Act as impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements.
  • Lead on employee engagement, diversity, equity and inclusion, and staff care strategy and supporting initiatives.
  • Determine workforce needs, identify human resource and competency gaps, and devise a development and workforce plan to facilitate nationalizing roles and retaining staff.
  • Provide constructive feedback and counsel on career paths and professional development for all staff and establish a culture of continuous learning opportunities.
  • Maintain a healthy and empowering office environment that encourages open, honest and productive communication; and provide recommendations and support to the Country Management Group on related HR matters.
  • Manage rightsizing/downsizing in partnership with the country management group and global HR (called People & Organization, in NRC) to ensure compliance, due diligence, communications, and staff care.
  • Lead reviews of NRC’s salary and benefits package by reference to the local market to ensure that NRC’s remuneration remains competitive and within NRC’s standards and guidelines.
  • Perform audit and compliance checks on all related HR and Admin matters in all related offices and follow up on corrective measures as needed.
  • Ensure timely practices to obtain visas, work permits and residency cards for NRC non-Lebanese staff. Support in building professional relationships with relevant governmental offices (GSO, MOL, NSSF etc.)
  • Maintain and leverage open communications and partnership on projects and shared goals at country, regional, and global HR/Admin levels.
  • Support NRC’s work towards its local partners (training needs, enhancement of systems, processes and documents...)

  1. Competencies:

1. Professional Competencies:

  • Bachelor's in business administration, HR or any relevant field
  • Minimum 5-7 years of experience from working in a senior management role within HR preferably in a humanitarian/emergency/recovery context
  • Experience of working in complex and volatile contexts
  • Fluency in English & Arabic both written and spoken
  • Proven capacity to lead, develop strategy, and implement change
  • Proficient in Microsoft Office applications, mainly Excel, Word, and PowerPoint
  • Knowledge of the INGO operations and the dynamics of the humanitarian sector is a plus
  • Strong communication, training, and presentation skills
