Icla Coordinator – Housing, Land And Property Support

These attitudes and believes shall guide our actions and relationships.  Job Purpose Summary: Provide necessary legal and technical support and development for all NRC ICLA projects in Lebanon in coordination with ICLA teams. Support the development of innovation in provision of ICLA services, including use of new information methods, improved understanding of refugee situation and ICLA’s ability to reach more vulnerable beneficiaries. Support to the protection, technical and legal capacity of the ICLA team, including strengthening the services provided to refugees; and training ICLA staff on technical, protection and related matters. 1.      Key  responsibilities The following is a brief description of the role. Technical Comprehensive understanding of the situation, including the legal situation (according to national and international laws and principles), for those affected by displacement in Lebanon. This includes in particular knowledge of Housing, Land and Property rights (HLP), as well as knowledge on collaborative dispute resolution mechanisms. Basic knowledge of legal stay and civil documentation situation and rights of Palestinian refugees in Lebanon, is an asset. Ensure that NRC Lebanon staff has sufficient knowledge of relevant law and principles, including International Human Rights Law, Refugee Law and Guiding Principles on Internal Displacement in particular. Assess and identify the protection, legal and technical training needs of ICLA staff concerning Housing, Land and Property Rights in Lebanon. Develop strategy for improving technical and assessments aspects of ICLA Lebanon work, including focusing on ensuring high quality of ICLA activities with a specific focus on Housing, Land and Property Rights. Prepare training packages, including powerpoint presentations and written material on identified protection and related topics and provide training in particular on topics related to Housing, Land and Property Rights. Support in the preparation and updating of ICLA tools, in particular ICLA Lebanon Handbook, legal and protection updates, guidelines, assessment tools and reporting tools. Strengthen methodology for NRC to conduct protection and legal assessments, including surveys, questionnaires, focus group discussions, interviews, etc. Ensure that NRC ICLA and other project staff identify protection issues and contribute to the collection of relevant data. Oversee and support ICLA’s response to identified protection and legal gaps – nationally and in the field with a specific focus on Housing, Land and Property Rights. Contribute to the development of NRC analysis and policy on prioritised protection and legal issues. Support preparation of ICLA strategies, proposals, reports and other relevant processes/documents. Contribute to the development of NRC’s Country strategy, action plan and activities plan and priorities in the ICLA programme as directed by the Specialist. Coordination Support, develop and consolidate referral mechanisms in NRC (with other core competencies), within protection sector and support ICLA teams to implement these. Build and maintain positive and effective relationships with colleagues in other core competencies (programmes) and departments, and, as relevant, find ways of collaborating to further enhance the technical effectiveness of NRC activities. Represent NRC at internal and external (including protection, SGBV, etc.) meetings. Coordinate with Programme Managers in the field. Reporting/M and E Coordinate the preparation of assessment reports, updates and other documents. Review and oversee if ICLA databases are updated. Oversee identifying and implementing ICLA M and E plan and activities, including connection with reporting, protection trend analysis and assessments work. Prepare reports and summaries setting out and analysing protection gaps faced by refugees in Lebanon, including suggested steps for NRC and other organisations to address these gaps. Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the ICLA staff, PMs and the NRC M&E unit. Prepare monthly summary reports and other reporting (as requested). Finance Support in activities related to budget and administrative issues for ICLA Beirut projects. Any other related task, as set by the Specialist. 2.      Competencies Academic and Professional Qualifications           Relevant university degree, preferably in law or political science. Relevant Experience At least four years of relevant job experience, including field work. Significant understanding of complex emergencies and crisis contexts. Proven experience in coordination. Ability to quickly develop good insight and understanding of the conflict, the human rights situation and the political environment of the country. Proven skills and experience in proposal and report writing. Proven skills in designing and implementing trainings/workshops.  Computer skills (common software programmes). Knowledge, Skills & Personal Attributes Strong organisational and logistical skills. Ability to work under pressure, independently and with limited supervision Flexibility, creativity, and helpful to have a good sense of humour. Proven communication, interpersonal, representation, negotiation and leadership skills. Strong organizational and team working skills Excellent communication skills command of English and Arabic both written and orally. Good cultural awareness and sensitivity Highly approachable, trustworthy and confidential Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus       3.
