Icla Coordinator - North

The Norwegian Refugee Council (NRC) is a looking for an experienced, highly skilled and motivated individual to take the post of Coordinator within the Information, Counseling and Legal Assistance (ICLA) program in North Lebanon. 1.       Role and responsibilities Generic responsibilities Implements Information, Counseling and Legal Assistance projects in the North in line with NRC and ICLA Lebanon strategy. Ensures high quality of implementation in line with ICLA tools and handbooks, and NRC policies. Line manages ICLA field teams, including oversight of planning and capacity building. Draft and submits relevant, regular reports. Supports preparation of proposals (technical, financial and narrative aspects) related to ICLA projects in North Lebanon. Supports development, management and monitoring of budgets in accordance with financial rules and donor requirements. Monitors, evaluates and suggests changes and improvements in the project and materials based on observations and discussions with the ICLA field teams, ICLA PM and ICLA technical team with the aim to assist refugees in a more effective and efficient way. Contributes to identification of trends, and the analysis of the context. Communicates, exchanges information and cooperates with relevant external actors, including representing ICLA and NRC in internal and external fora in the North, supporting the development of partnerships, as well as coordinating with authorities at local level. Contributes to the development of ICLA country and North strategy, action plan and activities plan and priorities. Specific responsibilities Delivers the day-to-day management of ICLA response in the North in accordance with strategy and work plans. Directly manages up to four officer level ICLA staff. Supervises a team of up to 20 assistant level ICLA paralegal staff, as well as up to 30 ICLA volunteers (Information Focal Points). Liaises and coordinates with ICLA legal officers, as well as legal attorneys cooperating with ICLA; Regularly monitors the context in order to identify the legal and protection needs of target groups and communities and suggest appropriate interventions; Prepares short- and mid-term project plans related to activities. Support the ICLA Lebanon strategy process; Identifies locations for outreach work based on identified needs. Designs outreach modalities (individual and group information sessions, paralegal and legal counseling, legal assistance including collaborative dispute resolution) and sets up corresponding mobile and fixed-site activities, including Legal Clinics; Supports the consolidation of NRC information, legal and protection response (including structures, methodology and procedures) in the North and, as relevant, throughout Lebanon. Proactively documents challenges to implementation and suggests ways of addressing them; Provides regular mentoring and coaching support to ICLA team in the North. Identifies the needs for and designs the capacity building activities; Develops and updates referral structures and mechanisms, including the mapping of services. Coaches and supports ICLA focal points for relevant subjects; Regularly monitors and follows up on the quality of ICLA services provided ; Operationalizes inputs from ICLA Lebanon Technical Team. Supports the ongoing exchange of best practices with ICLA programs in other areas of Lebanon and regionally; Oversees the dedicated ICLA and NRC data management (incl. gathering, entry, storage, analysis and reporting) systems, both electronic and hardcopy. Assists in the design of the relevant data tools; Takes on active role in substantive input, operational design and facilitating of ICLA assessments and community mapping exercises; Prepares regular internal and external quantitative and qualitative analyses and reporting, including for donors. Drafts various types of high quality regular and ad hoc narrative reports; In collaboration with the Legal Field Officer, participate in oversight of legal consultants (ICLA lawyers) providing legal assistance; Ensures internal coordination and visibility of ICLA program (within NRC); Supports external visibility and coordination, including among beneficiary and community stakeholders, local authorities and non-governmental and humanitarian partners; Actively participates or support various activities within the NRC PCM framework.  Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: NRC Shelter, WASH, CSMC, Education managers and coordinators ICLA Small Shelter Unit team leader Support staff Monitoring and Evaluation staff Protection and Advocacy staff ICLA technical team 2.       Competencies Competencies are important in order for the employee and the organization to deliver desired results. They are relevant for all staff and are divided into the following two categories: 1. Professional competencies These are skills, knowledge and experience that are important for effective performance. Generic professional competencies: Minimum 3 years’ experience working as a Project Coordinator/Supervisor in a humanitarian/ recovery context (essential) Experience managing and building capacity of a large team, a proven leader (essential) Experience in legal and/or protection work (essential) Experience in providing information and counselling services (essential) Fluency in Arabic and English, both written and verbal, with excellent English drafting skills (essential) High level of computer literacy (esp. MS Word, Excel and PowerPoint, Internet) (essential) Experience in community sensitization/ mobilization (desirable) Education degree relevant to the substance of work (desirable) 2.
