Job Purpose Summary
Provide necessary technical support and development for all NRC ICLA projects in Lebanon in coordination with ICLA teams.
Manage the technical team in Beirut, including the Technical team and the Assessments team.
Manage the budget for ICLA technical and assessment work in coordination with other ICLA Field and Project Coordinators.
Lead development of innovation in provision of ICLA services, including use of new information methods, improved understanding of refugee situation and ICLA’s ability to reach more beneficiaries.
Be responsible for providing support to the protection, technical and legal capacity of the ICLA team, including strengthening the services provided to refugees; consolidating the framework of the ICLA response; and training ICLA staff on technical, protection and related matters.
Key Responsibilities
Technical
Comprehensive understanding of the situation, including the legal situation (according to national and international laws and principles), for those affected by displacement in Lebanon.
Ensure that NRC Lebanon staff has sufficient knowledge of relevant law and principles, including International Human Rights Law, Refugee Law and Guiding Principles on Internal Displacement in particular.
Assess and identify the protection, legal and technical training needs of ICLA staff in Lebanon.
Develop strategy for improving technical and assessments aspects of ICLA Lebanon work, including focusing on ensuring high quality of ICLA activities.
Prepare training packages, including powerpoint presentations and written material on identified protection and related topics and provide training.
Oversee preparation and updating of ICLA tools, in particular ICLA Lebanon Handbook, guidelines, assessment tools and reporting tools.
Strengthen methodology for NRC to conduct protection and legal assessments, including surveys, questionnaires, focus group discussions, interviews, etc.
Train ICLA staff on methodology for assessments; use methodology to conduct protection assessments with NRC ICLA staff.
Prepare and oversee implementation of schedule for ongoing assessments.
Ensure that NRC ICLA and other project staff identify protection issues and contribute to the collection of relevant data.
Oversee and support ICLA’s response to identified protection and legal gaps – nationally and in the field.
Contribute to the development of NRC analysis and policy on prioritised protection and legal issues.
Support preparation of ICLA strategies, proposals, reports and other relevant processes/documents
Management and coordination
Provide direct supervision and guidance of ICLA Technical team and Assessments team in Beirut.
Develop and ensure follow up on workplans for the technical and the assessment team.
Provide on-the-job coaching and training for ICLA staff on relevant protection and legal techniques and concepts.
Establish, develop and consolidate referral mechanisms in NRC (with other core competencies), within protection sector and support ICLA teams to implement these.
Build and maintain positive and effective relationships with colleagues in other core competencies (programmes) and departments, and, as relevant, find ways of collaborating to further enhance the technical effectiveness of NRC activities.
Develop a clear and comprehensive understanding of the strategic objectives, methods and activities of ICLA in Lebanon, and of other NRC core competencies (programmes) and be able to present these to others within ICLA or amongst other audiences, as applicable.
Represent NRC at internal and external (including protection, SGBV, etc.) meetings.
Reporting/M and E
Oversee and manage preparation of assessment reports, updates and other documents.
Review and oversee update of case management system for ICLA activities, including services mapping and ICLA databases.
Support review and update of monitoring and evaluation tools used for ICLA activities.
Oversee identifying and implementing ICLA M and E plan and activities, including connection with reporting, protection trend analysis and assessments work.
Prepare reports and summaries setting out and analysing protection gaps faced by refugees in Lebanon, including suggested steps for NRC and other organisations to address these gaps.
Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the ICLA staff and the PM.
Prepare monthly summary reports and other reporting (as requested).
Finance
Budget and administrative responsibility for ICLA projects identified by the PM, including management of budgets for technical and assessment work.
Implementation of the ICLA project in accordance with agreement applicable to the grant from the donor(s) and NRC principles and ways of work.
Communicate with and obtain necessary agreements and understanding from local authorities and partners in the areas of responsibility determined by the PM in line with the NRC protocol for communication.
Communicate, exchange information and co-operate with relevant external actors in the areas of responsibility determined by the PM.
Contribute to the development of NRC’s Country strategy, action plan and activities plan and priorities in the ICLA sector as directed by the PM.
Guide and delegate tasks to NRC personnel associated with the organisation’s ICLA activities.
Any other related task, as set by the PM.

Qualifications and Competences
Academic and Professional Qualifications
Relevant university degree, preferably political science, social science or law.
Relevant Experience
At least four years of relevant job experience, including field work.
Significant understanding of complex emergencies and crisis contexts.
Proven experience in managing staff.
Ability to quickly develop good insight and understanding of the conflict, the human rights situation and the political environment of the country.
Proven skills and experience in proposal and report writing.
Proven skills in designing and implementing trainings/workshops.
Computer skills (common software programmes).
