Information Field Officer

Background NRC has established three Community Centres in the Bekaa Valley, Lebanon for refugee and host communities.  Through these Centres and extensive outreach, this project reaches out to Syrian families throughout the Bekaa Valley, including the West Bekaa. NRC is planning to expand its outreach work to be able to provide more services for refugees throughout the Bekaa Valley.  Through its Information, Counselling and Legal Assistance (ICLA) programme, NRC seeks to provide information and counselling services relating to access to services; documentation and other related matters.  NRC also aims to strengthen the understanding of any protection issues faced by those displaced and, in coordination with other actors, identify ways to address these issues. The Information Field Officer (Outreach) is expected to represent Norwegian Refugee Council (NRC) Lebanon in a respectful and professional manner and always act in accordance with the NRC Code of Conduct. Job Purpose The Information Field Officer (Outreach) will be primarily responsible for organising ICLA outreach work in the West Bekaa; providing information to beneficiaries on how to access services; implement assessments (such as focus groups, interviews and questionnaires); assisting in preparing basic information documents; conducting outreach sessions; and participating in other relevant activities.  The Information Field Officer (Outreach) will work closely with the ICLA Bekaa outreach team and the ICLA Field Coordinator (Bekaa). Duties and Responsibilities In coordination with ICLA FC (Bekaa) and Information Field Officers, organise daily work of ICLA outreach work in the West Bekaa. In coordination with ICLA FC (Bekaa), organise work of Information Field Assistants in and around West Bekaa. Prepare mapping (including written format) of relevant services being provided by other actors in the Bekaa Valley (in areas not covered by the NRC Community Centres). Conduct regular assessments (including focus groups, interviews, questionnaires) in identified area, with a focus on understanding the situation for refugee and host communities. Conduct individual and group information sessions as outreach ICLA services with identified communities throughout West Bekaa. Prepare outreach work and materials. Prepare weekly and monthly schedule for outreach work in the Bekaa Valley and keep regularly updated and inform all relevant NRC staff. Conduct information sessions for beneficiaries. Assist in the sensitisation of the Syrian and host communities on the existing ICLA activities. Prepare information documents for target communities. Work closely and coordinate activities with ICLA FC (Bekaa) and ICLA Bekaa team. Receive technical input from ICLA Lebanon team. Work cooperatively with the beneficiaries and other relevant stakeholders to strengthen the project. Understand and be able to explain to others work of NRC Shelter, NRC Education and all ICLA activities. Understand activities other institutions working in the same area are carrying out with Syrian refugees and, as agreed with supervisor, attend coordination and protection meetings. Assist in contributing to the development of referral mechanisms in collaboration with other NGOs, ICLA team and NRC Managers. Attend and participate in relevant meetings, in coordination with relevant NRC staff. Assist in designing the needed forms, questionnaires and other templates. Maintain archiving system up to date (both in hardcopies and electronically). Report weekly & monthly (or more often, if required) on activities and results to the relevant NRC staff. Carry out administrative tasks as agreed upon. Perform any other task as assigned by NRC management. Experience Required University education in Law; Legal Services or Social Sciences preferred. Experience in legal and/or protection work. At least 3 years of experience in similar positions. Experience in providing information and counselling services. Experience in working with community sensitisation. Ability to work under pressure. Team spirit Flexibility Strong communication (fluency in Arabic and English) and organisational skills.  Strong Computer Skills (Word, Excel, Powerpoint).
