The Information Field Officer will be primarily responsible for supervising staff and assisting them with protection, legal and information activities in South Lebanon; providing information to beneficiaries on how to access services and on legal issues (including legal status, civil documentation and housing); implement assessments (such as focus groups, interviews and questionnaires); assisting in preparing basic information documents; using a database and case management tools and conducting outreach sessions; and participating in other relevant activities. NRC also aims to strengthen the understanding of any protection and legal issues faced by those displaced and, in coordination with other actors, identify ways to address these issues. The Information Field Officer will be responsible for organising ICLA work and managing a team that will provide legal and information services to beneficiaries.

Specific responsibilities
Management Responsibilities
- Provide direct supervision of Information Field Assistants in South Lebanon in close coordination with the ICLA Coordinator;
- Responsible for managing the performance of staff under his / her supervision, including working with the staff members to set and monitor objectives and work plans, and providing constructive feedback on an ongoing and scheduled basis.

- Organise the work of Information Field Assistants, focusing on the following areas:
- Ensuring proper follow-up for NRC beneficiaries.
- Ensuring provision of ICLA services for NRC beneficiaries.
- Conducting outcome monitoring based on an agreed schedule and work plan.
- Following up on protection cases among NRC shelter beneficiaries.
Project Implementation and Management
- Develop and manage a weekly activity plan for the provision of information sessions at the community centre and through outreach, which clearly identifies the roles and responsibilities of ICLA team members.
- Responsible for developing materials to be used in ICLA field activities, in liaison with the ICLA Coordinator and the Information Field Assistants, ensuring that they are consistent with materials being developed elsewhere by ICLA in Lebanon, through close liaison with ICLA Management and other field offices;
- Develop and implement effective ways of publicising ICLA's services amongst target communities, in accordance with the ICLA structure and under the guidance of the ICLA Coordinator;
- Prepare the relevant mapping (including written format) of relevant services being provided by other actors where NRC operates.
- Conduct individual and group information sessions for NRC shelter beneficiaries and other beneficiaries as relevant.
- Prepare a weekly and monthly schedule for household visits in the designated area where NRC functions.
- Assist in the sensitization of the Syrian and Palestinian Refugees from Syria and host communities on the existing ICLA activities.
- Prepare information documents for target communities.
- Receive technical input from ICLA National team, Legal Field Officers, and Assessment Officers.
- Work cooperatively with the beneficiaries and other relevant stakeholders to strengthen the project.
- Constantly monitor and follow up on the quality of services provided during the outreach activities.
- Have a clear idea about activities other institutions working in the same area are carrying out with displaced Syrians and Palestinian Refugees from Syria, as agreed with the Supervisor, attend coordination and protection meetings.
- Assist in contributing to the development of referral mechanisms in collaboration with other NGOs, the ICLA team, and NRC Managers.
- Attend and participate in relevant meetings, in coordination with relevant NRC staff.
- Assist in designing the needed forms, questionnaires, and other templates.
- Maintain the archiving system up to date (both in hard copies and electronically) and pay special attention to the filing of legal cases.
- Work closely with ICLA lawyers and do the required follow-up and identification of cases requiring counselling and/or legal representation.
- Report weekly & monthly (or more often, if required) on activities and results to the relevant NRC staff.
- Carry out administrative tasks as agreed upon.
- Perform any other task as assigned by NRC management.
Project Cycle Management and reporting
- Provide inputs to the ICLA Coordinator on information, legal, and protection needs of target communities that are identified during information and counselling activities.
- Develop monthly and weekly activity plans for ICLA in South Lebanon in accordance with NRC project commitments;
- Assist in identifying suitable locations for the ICLA activities (including outreach work, and additional community centres, as applicable);
- As requested, provide inputs into the design and standardisation of forms, questionnaires, and other templates used to document ICLA's activities in the field.
- In liaison with the Senior Information Field Officers in South Lebanon, ensure that the ICLA Field team in South Lebanon understands the purpose and consistently uses the agreed templates and tools to document ICLA's activities in the field.
- Responsible for ensuring that the ICLA team in his / her designated area in South Lebanon consistently uses agreed templates and tools to document ICLA's activities in the field.
- Undertake monitoring and evaluation activities to ensure the satisfactory progress, quality, efficiency, and accountability of ICLA's activities in South Lebanon, in accordance with the agreed monitoring and evaluation plan for South Lebanon.

- Draft regular reports on ICLA activities in South Lebanon, providing clear, concise, and accurate updates on ICLA's activities and on gaps, challenges, and opportunities, and suggestions on how to respond to them. in accordance with ICLA reporting templates and guidance, submit them to the Senior Information Field Officer for review on time.
Coordination
- Provide an example for Information Field Assistants, and build and maintain positive and effective relationships with all ICLA colleagues in South Lebanon through regular and effective communication;
- Contribute ideas and enthusiasm towards ensuring a positive morale and professional satisfaction amongst the ICLA team in South Lebanon;
- Participate in team meetings with the ICLA team in South Lebanon, exchanging information and discussing ICLA's response to challenges and identifying lessons learned;
- Build and maintain positive and effective relationships with colleagues in other core competencies (programmes) and departments, and, as relevant, find ways of collaborating to further enhance the effectiveness of NRC activities in South Lebanon;
- Develop an understanding of the strategic objectives, methods, and activities of ICLA elsewhere in Lebanon, and of other NRC core competencies (programmes) and be able to present these to others within ICLA or amongst other audiences, as applicable.
- Liaise on a working level with other humanitarian actors and local authorities to coordinate activities
- Follow established referral pathways and procedures in South Lebanon in close liaison with other humanitarian actors (including the UN, other NGOs, and, where relevant, assist in the establishment of these.
- Maintain positive relationships with focal points in host and beneficiary communities through timely and clear sharing of information;
- Work cooperatively with the beneficiaries and other relevant stakeholders to strengthen the project.
Technical Quality and Consistency
- Be receptive to technical advice from ICLA Management;
- Provide daily technical guidance to the Information Field Officers on the delivery of routine ICLA activities in South Lebanon;
- Provide inputs to the Senior Information Field Officer on technical issues and questions that arise during the conduct of ICLA activities in the field.
Protection
- Responsible for ensuring that he/she understands and applies protection principles and NRC guidance to daily activities.
