Information Management Officer

These attitudes and believes shall guide our actions and relationships.  1.       Role and responsibilities NRC opened its office in Lebanon in 2006. Current project areas include: the Beirut suburbs, Southern Lebanon, the Bekaa valley and Northern Lebanon. In June 2011, NRC expanded in to meet the demands of the Syrian crisis in Lebanon. As the country programme expanded, NRC recognized the need to establish a separate Monitoring and Evaluation (M&E) unit which can set up a structure, systems and tools to measure the impact of NRC Lebanon’s work. The Information Management Officer (IMO) will directly contribute to the development, rollout and maintenance of NRC’s crucial information management systems. This includes the updating and further improvement of systems across all sectors. The IMO also works with key staff to support data extraction, visualization and build capacity as needed. Reporting and Data Collection -          Compile and consolidate all sector projects and indicators into our internal reporting system IRS -          Maintain IRS on an ongoing basis, compile and analyse project data, and optimize dashboards -          Follow up with sector specialists to ensure project targets are updated within IM systems -          Administer, monitor, and follow-up on data entered into reporting systems (IRS & Activity Info) -          Design, generate, and assist with periodic reports: monthly/quarterly (GORS), or as required -          Conduct data quality checks and ensure the reliability and cleanliness of the program data -          Translate questionnaires into digital data collection tools using tools such as KOBO and ODK Information Management Systems and Storage -          Support in the development and roll out of SOPs, systems and procedures for IM systems -          Maintain an efficient, responsive and accountable system of user support within NRC Lebanon -          Create frequent backups of our internal databases -          Manage, prepare and deploy phones and/or tables for in assessment and survey data collection -          Create geographical maps to analyse and visualize project implementation across areas and sites -          Handle database specific tasks such as creating queries, procedures, and functions to support application development Capacity building and Programme Support -          Assist the project staff with M&E tools loaded onto IT platforms and support their use -          Assist in the preparation of reports with the extraction of data from IM platforms and lessons learned -          Contribute to training project staff to use questionnaires and/or enter data into the IM system -          Responsible for user administration across IM systems, including general end-user support -          Support the development of troubleshooting guides and guidelines for NRC Lebanon staff for common IM related issues/complaints Critical interfaces -          Coordination and contact with programme staff (managers, coordinators, and officers) to troubleshoot IM platform issues -          Coordination with departments within NRC Lebanon to ensure a systematic approach to capacity building within the field of Information Management. 2.       Competencies Skills & Requirements -          Degree in information management, ICT, computer science, or statistics -          At least 1 year of relevant experience working in information management or IT -          Experience in database design, development and follow-up support -          Demonstrated experience in staff capacity building -          Documented results related to the position’s responsibilities -          Knowledge about own skills/profile -          Fluency in English (written and verbal) -          Experience working in tailoring technological solutions to a unique operating environment (desirable) Competency Requirements -          Familiarity with developing, deploying, customizing and integrating Enterprise CRM systems, preferably SuiteCRM/SugarCRM -          Possess an understanding and implementing business workflows and processes -          Familiarity in using either the CRM SDK or plugin platforms. -          Experience using PHP Experience with source control management systems and continuous integration/deployment environments -          Internally motivated, able to work proficiently both independently and in a team environment -          Proven communication skills with both internal team members and external business stakeholders -           Strong initiative to find ways to improve solutions, systems, and processes -          Demonstrated proficiency in installing and deploying CRM platforms for an organization -          Must have strong communication skills, written and oral, be able to communicate effectively, produce reports, and present solutions. 3.       Performance Management The employee will be accountable for the responsibilities and the competencies, in accordance with the NRC Performance Management Manual.
