Logistics Officer

These attitudes and believes shall guide our actions and relationships. 1.      Role and responsibilities The following is a brief description of the role. Generic responsibilities These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan. Implement, train and supervise logistics team on NRC’s logistics policies and procedures at office level. Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management) Ensure safe and efficient transport of staff and materials/goods  Implement a filing system/archives according to standardized procedures of NRC Lebanon Reporting including: Secure accurate and timely weekly and monthly reports on fleet, assets management, and inventory report. Specific responsibilities These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. Ensure that ICT system is functioning properly and to coordinate with the IT officers at main office. Ensure a proper data backup is conducted. Maintain clear records and tracking of the stock of Assets and Stationery at Bekaa offices and other NRC community centre and work locations in Bekaa area Produce stock movement reports according the NRC reporting policy and formats. Warehouse management and stock control. Ensure the NRC fleet in the Bekaa offices is properly managed including proper utilization and ensuring all drivers are following NRC rules and policies related to driving. Ensure all NRC vehicles are regularly serviced and able to operate safely (including daily checks of vehicles) Ensure proper recording on fleet management (e.g. log books, fuel consumption etc) according to NRC’s Logistics Reporting policy Ensure all NRC Assets are tagged and listed in the Asset management database at the time of procurement with an asset file created for them. Ensure all transfers are documented. Ensure periodic assets count is done. Ensure all technical requirements of supplies/goods are met. Support in procurement when needed Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: Ensure donor compliance is adhered to in field sites. Assist Support Coordinator and Area Manager in producing regular, timely and accurate narrative and logistical reports for NRC. Represent NRC with relevant external local organizations and networks, actively networking and building relevant relationships. 2.      Competencies Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories: 1. Professional competencies These are skills, knowledge and experience that are important for effective performance. Generic professional competencies: •             Experience from working as a Logistics Officer in a humanitarian/recovery context •             Previous experience from working in complex and volatile contexts •             Documented results related to the position’s responsibilities •             English Proficiency Context/ Specific skills, knowledge and experience:           Good communication and interpersonal skills Strong organizational and team working skills Good cultural awareness and sensitivity Highly approachable, trustworthy and confidential Very Good English Language level Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus A strong administrative service orientation Good  individual counseling, conflict resolution and problem solving skills Good computer application skills in Microsoft Excel, Word, PowerPoint, database and network communications. Conflict Management skills Ability to work independently whenever required 2. Behavioral competencies (max 6)   These are personal qualities that influence how successful people are in their job.
