The Logistic Officer (LO) is expected to represent Norwegian Refugee Council (NRC) Lebanon in a respectful and professional manner and always act in accordance with NRC Code of Conduct.
JOB PURPOSE
To manage all aspects of transportation, procurement of goods and services, maintenance of equipment and premises, and all related administrative tasks within NRC’s offices in NBC and Akkar area including the community center.
To act as focal point for all security-related issues in North Lebanon.
MANAGEMENT
The LO manages the Drivers
DUTIES AND RESPONSIBILITIES
Transportation
- To ensure efficient use of NRC vehicles, avoiding single person journeys and unnecessary movements, through careful planning and facilitation of effective communication between staff in need of transportation
- To be responsible for the movements request board
- To ensure that vehicles are safe, clean and with sufficient fuel
- To perform line management duties for the drivers, including training, delegation of responsibilities and supervision
- To keep accurate records (logbooks) of all car movements including fuel consumption, distances, project allocation and driver names.
- To continually monitor fuel consumption and distances travelled, and report regularly to the management on the same
- To perform driver duties when there is shortage of drivers and/or when requested by management
Procurement
- Ensure that adequate logistical management routines and systems are in place, and that NRC’s procurement practices and standards are adhered to in the North. This also includes freight management.
- Responsible for all procurement procedures, ensuring that all the NRC and donors’ logistics requirements are respected.
- To regularly monitor quality and cost of services provided by suppliers, in particular long-term suppliers
Office
- To ensure efficient maintenance and upkeep of NRC offices and premises in the North including, but not limited to, provision of internet, electricity and water
- To ensure all office equipment including IT equipment, telephones, photocopiers, printers and fax machines, are in good operating condition and are regularly maintained. To organise and supervise any maintenance and repairs by external suppliers
- To keep inventory of all equipment and ensure its regular update and accuracy.
- To monitor and support the administrative assistant in keeping consumption records of all stationary and consumables such as printer cartridges, paper, pens, folders, coffee, drinking water, cleaning products etc…
- Responsible for organising and follow stocks in warehouses.
- Verify conformity and integrity of goods received, in stock and in use
- Organize and follow preventive maintenances and repairs.
- Document, report and file anomalies observed upon reception. Follow up with suppliers
- Coordinate with other NRC staff to inspect and verify, at the source, that materials and equipment to be used in NRC construction sites are compliant with NRC and donor standards and regulations
- Ensure conditioning (fragile, dangerous, etc…) and prepare freighting accordingly
- Ensure that filing and archives are in use and maintained according to the NRC and project-specific regulations.
- Ensure quality and cost of services provided by regular suppliers is assessed on quarterly basis (e.g. car rental company, IT maintenance company and similar)
Security
- To monitor all the movements of cars to the field and to Beirut
- To develop and maintain a network of contacts in North Lebanon in order to assess security risk on daily basis, and provide timely advise to all staff regarding possible risks to their safety
- To regularly liaise with Security Officer at the Country’s Head Office in Beirut
- To provide training and raise awareness of the security risks for all staff
- To plan and have measures in place to deal with any extraordinary security situation
- Ensure that all necessary agreements, permits and licenses necessary for NRC’s operations are always in place, and keep updated on national rules and regulations pertaining to the activities of NRC. This also includes visas and permits for expatriate staff.
REQUIREMENTS
- At least 3 years experience in logistics with in the humanitarian field.
- Professional use of computer applications (Word, Excel, Power point).
- Strong communication and reporting skills (oral and writing).
- Strong English language both oral and written.
