M&e Technical Specialist

These attitudes and believes shall guide our actions and relationships.  1.      Role and responsibilities The NRC Monitoring and Evaluation (M&E) unit supports management in program structure, systems, and tools to measure the impact of NRC Lebanon’s work. M&E Technical Specialists work with Programme Managers (PM) and Coordinators (PC) to contribute to quality programming and organisational learning through the planned and implemented M&E tools at designated stages within the Project Cycle Management (PCM), which helps ensure that field offices are in line with the M&E strategy. Additionally, the focus of the M&E unit at the field level is on coordinating with (and leading where necessary) each PM and PC the capacity building and data collection processes required to ensure quality outcome monitoring. The M&E Technical Specialist is responsible for facilitating the design and implementation of M&E plans (with relevant input) – including the field application of the CO M&E framework, data collection best practices, providing training on data collection tools, and (where possible) preliminary analysis of M&E data at the area mission level. This entails close communication with core competency specialists, M&E Manager, PMs/PCs, and those involved in direct implementation: core project staff; representatives from primary stakeholder groups; and external consultants. Key responsibilities include, but are not limited to, the following: Planning, Maintaining, and Implementing M&E Systems -          Primary contact for the M&E unit to enact guidance aimed at enhancing M&E systems and standards -          Drive the planning and standardizing M&E across projects -          Ensure that data management and clear information flows between program and M&E staff remains aligned with the M&E SOP -          Ensure that each project has an M&E plan in place and consolidate all M&E plans into an M&E overview for the North program area to be shared with Beirut management -          Develop calendar of assessments, evaluations and Post-Distribution Monitoring (PDM) exercises at the area level, ensuring that technical endorsement is secured at the Beirut level prior to any evaluations and assessments conducted at the field level above and beyond standard monitoring activities -          Highlight to PMs and M&E Manager identified overlap between data collection tools at the field level for review and revision Data, Learning, and Reporting -          Act as the focal point of the outcome monitoring activities for each core competency through developing a plan and contribute to the design and implementation. -          Ensure that programme staff validate and upload monitoring data into Activity Info (AI), the Internal  Reporting System (IRS) and the Refugee Assistance Information System (RAIS) in a timely manner to relevant program and managerial staff to inform program decisions -          Monthly data quality cross-check at the area level on data uploaded through each reporting system -          Provide ongoing backstopping for programme staff on AI, IRS, and RAIS Capacity Building -          Identifying and collate M&E capacity building needs across programme staff; develop an area level training calendar (with input from AM and M&E unit) -          Assist the M&E coordinator in training project staff on M&E technical and conceptual areas -          Provide ongoing capacity building and backstopping for programme staff on AI, IRS, and RAIS Communication/Other -          Submit weekly report to the Area Manager (AM) and M&E Manager highlighting areas of concern and collating supporting documentation for review, as required   2.      Critical interfaces -          Internal: Program Managers/Coordinators; Area Manager; M&E Manager/Coordinator -          External: Information Management Focal Points at UN agencies in the North 3.      Competencies Academic Qualifications & Relevant Experience -          Relevant experience and/or higher education within social sciences (e.g., international development or economics), statistics, or other related fields of study -          2-3 years of relevant M&E experience in a professional environment, preferably in an emergency or post-conflict setting Knowledge & Skills -          Knowledge of current approaches to M&E in relief and development programs -          Understanding of data and information needs for program management and decision-making -          Demonstrable experience participating in assessments or surveys in Arabic. -          Experience with both quantitative and qualitative methods; this should include survey development, facilitating KIIs and FGDs, and basic data analysis (desirable) -          High level English proficiency (speaking, reading, writing); ability to translate concepts into Arabic -          Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access) Behavioural These are personal qualities that influence how successful people are in their job.
