Procurement Officer

Job Purpose Summary The Procurement Officer will support the NRC logistics set-up in the Bekaa Valley and ensure the efficient and effective management of procurement activities for the office and its ongoing programmes. Key Responsibilities Procurement To follow NRC standard procurement practices keeping records to full audit trail standard. Prepare request for quotation and invitation to Bids to initiate new tenders. Where appropriate to obtain no less than three quotations, prepare a Bid Analysis and recommendation to purchase, with all information being systematically recorded in Purchase Committee minutes. Further, with appropriate authorisation execute the purchase of appropriate supplies (using Purchase orders / Contracts where appropriate) and arrange delivery in a timely and cost effective manner. To liaise and co-ordinate with the relevant programme colleagues regarding delivery of supplies and keep all parties informed of any changes in a timely manner. To identify and maintain an accurate and up-to-date supplier information database for the office for the regularly purchased items, and keep informed of local market conditions. Establish and maintain a good professional working relationship with suppliers. To ensure that all purchased goods are of NRC standard and fit for the purpose. To support and train other logistics, programme and office staff on NRC procurement procedures. To produce regular, timely and accurate reports in relation to procurement activities. Track requisitions and ongoing procurements using NRC procurement tracking sheets Provide support to all Bekaa offices including Zahle, Baalbeck and Arsal; and other possible offices. Provide cover and back-up when required to the Senior Logistics officer and logistics assistants for other department activities including fleet, office maintenance and Asset management Perform other related duties requested by the Senior Logistics Officer and FM. Coordinates: Works with logistics assistants. Qualifications and Competences Academic and Professional Qualifications Ordinary national diploma in relevant field Relevant Experience Minimum of 2- 3 years of relevant work experience in a busy organization related directly to purchasing and procurement. Knowledge, Skills & Personal Attributes Good communication and interpersonal skills Strong organizational and team working skills Good cultural awareness and sensitivity Highly approachable, trustworthy and confidential Very Good English Language level Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus IT skills Good negotiation skills in the field High degree of service mindedness Achievement indicators Delivering working tasks in a structured and professional manner Meeting deadlines Applying to the NRC standards, policies and guidelines Adapting and coping to change Communication with impact and respect
