Protection Coordinator

Purpose of the role

The Protection Coordinator is responsible for facilitating, coordinating, following, and monitoring the implementation of the NRC Minimum Standards for Safe and Inclusive Programming (SIP) as well as supporting their institutionalization/integration in the BML area office. SIP is the term that NRC uses to describe protection mainstreaming in humanitarian aid, and is strongly linked to/encompasses also gender, age, diversity mainstreaming and disability inclusion.

SIP is a foundational element to NRC's Ways of Working - It is about how we work, and what we do to make sure it is safe for others to participate in our programming. It ensures that our programmes respect certain standards, so they are safe, participatory, accountable and dignified for the communities and people we work with and for. It is an imperative for all humanitarian actors engaged in humanitarian response no matter what sector.

The position encompasses field support, including through regular field visits, and training delivery relevant to SIP but also protection. The responsibilities also include close coordination with relevant parties on protection-related matters and representing NRC in various meetings discussing similar materials.

What you will do

  1. Ensure and oversee the overall institutionalisation of NRC’s Minimum Standards for Safe and Inclusive Programmingat area level, in line with NRC's country and global Safe and Inclusive Programming Strategic Initiative.  
  2. Train NRC’s programme and support staff on the NRC’s protection-related policies and  tools related to SIP and the application of the Minimum Standards.
  3.  Provide ad hoc technical advice and support to the area office field teams throughout the programme-cycle. This is to ensure adherence to the SIP standards (especially on the minimum standards) during planning, implementation and monitoring of NRC’s programming.
  4. Review and analyse project data to identify protection trends, reporting, referrals (as appropriate), and response. Prepare and present monthly situation updates to inform the Area Management Group.
  5. Represent NRC at area level in protection working group meetings in coordination with ICLA Project Manager and/or Coordinator, child protection meetings, and gender-based violence sub-groups.
  6. Ensure continuous updates on local and national news are monitored, assessed and briefed to NRC staff whenever relevant or applicable.
  7. Contribute to the implementation of NRC Lebanon’s accountability framework, ensuring effective beneficiary complaints and feedback mechanisms are implemented and followed up, in close coordination with the Accountability Coordinator.
  8. Review NRC’s data management systems to ensure that confidentiality and privacy of sensitive information is assured.
  9. Promote enhanced understanding of protection issues among all stakeholders and the observance of international protection and humanitarian law standards.
  10. Collaborate also closely with colleagues working on Monitoring and Evaluation, HR, Finance, Logistics, and Risk and Compliance, on common issues, ensuring SIP integration within their systems and processes.

Specifically you will;

  • Support the implementation of the Country Office Action Plan on SIP (including facilitating self-assessment and Action Plan workshops).
  • Accompany field staff on beneficiary visits at all stages of the project to apply protection principles, identify any additional protection risks and any unforeseen negative consequences.
  • Promote protection risk assessments, do no harm, and effective referral systems in close collaboration with other protection actors at area level.
  • Coordinate, follow up, and carry out regular training/awareness raising sessions for staff and communities on all modules of the Basic SIP Training Package with a view to cascade learning across their departments in the area.
  • Support program staff at area level on how to identify critical protection cases and ensure appropriate response is provided.

 Professional competencies

  • 3 to 5 years of experience in a similar/related field
  • Bachelor's degree in Law, Social Studies, Education, or any other related field
  • Experience from working as a senior protection staff in a humanitarian/recovery context;
  • Extensive experience in training and knowledge transfer
  • Previous experience from working in complex and volatile contexts
  • Knowledge of the refugee context in Lebanon.
  • Fluent Arabic and English, both written and spoken
