Recruitment Officer

These attitudes and believes shall guide our actions and relationships. 1.      Role and responsibilities The following is a brief description of the role. Generic responsibilities These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan. Advice and support line managers and staff on Recruitment procedures and documents Implement and train staff in NRC’s Recruitment policies and procedures Ensure compliance with NRC Recruitment policies in all procedures and processes. Ensure standardization of procedures applied across all offices Prepare periodic related reports and advise on best practices Fulfill any other related tasks that may be assigned by the HR/Admin Manager, HOS or CD Specific responsibilities These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. Support in editing, unifying and developing Job Descriptions for NRC positions  Ensure that all Job Descriptions are aligned with NRC global Grade profiling policies and are well matched with the Salary Grid   Receive Recruitment requests, verify and validate needed approvals Advertise positions on local and NRC websites and advertising channels. Seek new channels for advertising positions and methods for attracting qualified candidates Receive applications and dispatch to respective line managers as needed  Perform Longlisting and shorting for positions when needed   Lead on and participate in NRC Internal recruitments for all offices Coordinate all ongoing and planned recruitments with line managers and HR focal points Participate in interviews and selection stages Keep the Recruitment database and tracking sheet up to date at all times. Hard and Soft copy filing for all Recruitment procedures Support Line managers in developing interview questions and tests for recruitments Request and Receive Recruitment plans and organize schedules. Workforce planning as per grants and timeframes for projects Train HR staff on NRC Recruitment SOP, interviewing and selection Introduce Personality and Psychometric testing methods and use into Recruitment strategy Create a pool of preferred candidates and create a referral system within NRC for qualified staff Provide Weekly and monthly Recruitment updates Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: Work closely with all line manager on Recruitment plans, requests and process Coordinate and liaise recruitment procedures with HR focal points External coordination with HR forums and advertisement channels   2.      Competencies Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories: 1. Professional competencies These are skills, knowledge and experience that are important for effective performance. Generic professional competencies: Minimum 3 years of experience from working as a Recruiter Very good command of English language both oral and written Very good communication skills  Context/ Specific skills, knowledge and experience: Writing and reporting skills Knowledge in Interviewing, selection and Job Evaluations 2. Behavioral competencies These are personal qualities that influence how successful people are in their job. NRC’s Competency Framework states 12 behavioural competencies, and the following are essential for this position: Planning and delivering results Analyzing Communicating with impact and respect Working with People Coping and Adapting to change 3.       Performance Management The employee will be accountable for the responsibilities and the competencies, in accordance with the NRC Performance Management Manual.
