Referrals And Database Officer

These attitudes and beliefs shall guide our actions and relationships.  The employee will have to sign a Code of Conduct before starting his/her contract with NRC. 1.      Role and responsibilities The Referrals and Database Officer will collaborate closely with the whole CSMC team to develop and supervise the systems and processes for the collection, storage, and management of referrals, information and data relating to the CSMC programme, and for specific M&E activities that need to be carried out for the programme – such as surveys and questionnaires. He/she will have a background in humanitarian or development work which he/she will use to ensure that internal/external referrals are tracked and followed up, and that Information Management and M&E activities promote quality control of programme implementation, and learning to ensure improvement in methodologies and practices.  As well as managing the CSMC North database and other data management systems, he/she will collaborate with the M&E Department to undertake basic analysis of routine data and information collected.  It is expected that the CSMC Referrals and Database Officer will spend around 80% of his/her time in the office to undertake above mentioned desk-based responsibilities, and the rest of the time in the field to support CSMC Programme activities and M&E specific activities such as surveys. This time split is dependent on the emerging needs of the programme implementation and will be adjusted on an ongoing basis. The CSMC Referrals and Database Officer reports to the CSMC Project Manager Responsibilities Refer cases reported by CSMC Staff or refugees to relevant NRC Core competences and external agencies according to referral pathways and PM recommendations, while ensuring the strictest confidentiality over GBV/SGBV and other sensitive or high risk cases as per agreed inter-agency protocols. Maintain an up-to-date database for tracking of referrals and issues requiring follow-up, including those initiated by CSMC Committee Members. Support the systems and processes for collection of data required for monitoring of CSMC indicators (internal, donor, and Activity Info), including creation of forms for mobile data collection (e.g. Kobo, Mobenzi), training the team and monitoring quality of data collected. Manage and maintain the CSMC databases and spreadsheets (including interim tools and forthcoming CRM database) Support roll-out of new CSMC database (CRM) in the North, including through training the team on new data management procedures (e.g. data entry and updates) Follow-up with CSMC team for updates, data, and reports from Informal Settlements with verified information on population, activities, and humanitarian gaps and duplications , and ensure proper soft and hard-copy archiving of the information Monitor and improve quality of information provided by CSMC staff, provide feedback to team members, and adjust templates in collaboration with PM and CSMC Specialist as required Ensure proper hardcopy and soft-copy filing of reports and data collected by entire CSMC team Create and adjust templates and tools for collection of data and information in and from the field. Ensure team members are trained and familiar with the templates and tools to be used correctly Help organize and undertake surveys, FGDs, and questionnaires to monitor programme implementation and impact; ensure collation of results; provide initial analysis of results; and work with CSMC PM and Coordinator to present findings to the team to ensure learning Ensure protection of sensitive data Any other relevant duties as requested by the CM Project Manager or CSMC Coordinator.  Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: NRC’s M&E staff in the North and the Information Management Officer (IMO) in Beirut Refugees representatives: a good collaboration with the representatives is critical for reaching the project objectives of increased participation by the refugees Municipal Support Assistants located at the different municipalities in the North. Other NRC Core Competencies: Coordination with all the CCs on activities in the North. The employee is required to respect the principle of strict confidentiality and the NRC Code of Conduct. The tasks and responsibilities might change during the contract period due to operational needs. 2.      Competencies 1. Professional competencies Generic professional competencies: Ordinary National Diploma (or above) in Social Work, social sciences, economics, development or other relevant field, or equivalent experience 2 to 3 years of relevant work experience in humanitarian and/or community based projects, combined with demonstrable skills in database management or other relevant skills (see below) Experience of working in the geographical area Good English language level Context/ Specific skills, knowledge and experience: Experience in information management and analysis, and understanding of M&E approaches and techniques Experience in management of databases, preferably CRM type Other IT skills (knowledge of Excel essential) Experience with Activity Info reporting Experience in undertaking internal and external referrals. Strong organisational and team working skills Attention to detail Good cultural awareness and sensitivity, as well as highly approachable, trustworthy and understanding of the principles of confidentiality Knowledge of the NGO operations and the dynamics of the humanitarian sector. Specific knowledge of NRC is preferred.  Knowledge of CSMC sector, as well as good knowledge of protection issues and programming Good coordination and multitasking skills Flexibility, both regarding job tasks and geographical area of work 2.
