Senior Community Capacity Building Officer

The Senior Community Capacity Building Officer (SCCBO) is expected to represent Norwegian Refugee Council (NRC) Lebanon in a responsible manner and always to act in accordance with the NRC Code of Conduct. BACKGROUND As a response to the Syrian crisis, NRC has developed and started a capacity building project targeting Syrian refugees and local organisation in Bekaa, as part of a larger Improved Service Provision (ISP) project implemented in different geographical areas in Lebanon. The project aims to build the project management capacity of local organisations and the collective centre management capacities of Syrian refugees residing in 3 collective centres in Bekaa for improved access to services. To achieve this, the project has selected and is supporting 2 local organisations and established focal points among the refugee population. JOB PURPOSE The SCCBO will work closely with the CCB Project Coordinator and the ISP team in Tripoli and Wadi Khaled in order to ensure that the implementation of the project activities in Bekaa is in line with the overall ISP strategy and vision. He/she will also work closely with the already established Information and Counselling Assistance (ICLA) team in Bekaa to collaborate on the community capacity building activities. DUTIES AND RESPONSIBILITIES Organise and oversee that the ISP activities in Bekaa are implemented in a professional and timely manner, in coordination with the CCB Project Coordinator. Establish/strengthen contact with focal persons among the Syrian refugee residents in the 3 collective centres, and identify appropriate support methods and modalities. Work with the selected local organisations to follow up on project activities and evaluations. Establish/strengthen contact with identified municipalities in Bekaa, and identify appropriate support methods and modalities. Coordinate and collaborate closely with other service providers in Bekaa, to uphold acceptance and understanding of NRC’s ISP activities, as well as avoiding gaps and duplications. Together with the CCB Project Coordinator, develop a work plan for the project activities in Bekaa. Facilitate, lead and attend relevant meetings and assessments at field level. Moderate and facilitate selected workshops, sensitisation sessions and trainings. Ensure follow-up of the support to the local organisations and the collective centre residents. Report regularly to the CCB Project Coordinator and Field Manager on project activities and challenges. Maintain an updated archiving system (electronic and hard copies) of project documents. Contribute to developing relevant documents. Obtain a clear idea about activities other institutions working in the same area are carrying out with displaced Syrians and, as relevant, attend coordination and protection meetings. Any other task as assigned by the CCB Project Coordinator or ICLA Project Manager. EXPERIENCE REQUIRED At least 3 years of proven experience in working with community based projects. At least 3 years of proven experience in working in similar positions. Strong experience and understanding of protection issues and approaches. Experience from working in the geographical area. Strong documentation, research and report writing skills. Strong experience in communication, sensitisation, mobilisation and coordination work. Strong language skills (Arabic and English verbal + written). Experience in working with local NGOs & CBOs. Ability to work under pressure and multi-task. Team spirit. Flexibility, both regarding job tasks and geographical area of work. Strong computer skills (Word, Excel and PowerPoint). EDUCATIONAL REQUIREMENTS University degree
