Senior Shelter Officer

Job Purpose Summary Assist in overseeing the smooth and timely implementation of the shelter programme’s activities in the area of assignment.  The Senior Shelter Officer liaises with the relevant stakeholders (in coordination with the PC and FM) in the designated area to ensure that the NRCs shelter activities are well communicated externally (other aid actors, local community, refugee community, etc…). The Senior Shelter Field Officer is expected to represent Norwegian Refugee Council (NRC) in a respectful and professional manner and always act in accordance with the NRC Code of Conduct. Key Responsibilities Assist the project coordinator with the oversight of the shelter team and activities in the designated area. This includes monitoring of weekly plans, weekly reports, daily programme activities, transparency of performance and a team minded approach etc. Facilitate the smooth implementation of the work plan (as given by the PC). Coordinate the work of the shelter teams working in the area to ensure consistency and fairness. Flag any concerning issues related to the team actions to the Project Coordinator in a timely manner, and recommend any relevant trainings for the staff when needed. Designate tasks, and manage the field activities ensuring that the work is accurate and timely. Help design better tools of communication, reporting, and follow-up within the shelter team. Consolidate the weekly movement plan from all staff and submit the needs in a timely manner to logistics in cooperation with other senior officers.   Communicate any support needs (i.e. stationary, IT…) to Logistics and PC in a timely manner. Ensure NRC policies and procedures are adhered to, report any deviation to the PC. Participate in the preparation of all shelter contracts in a timely manner and are without errors before being dispersed. Coordinate to ensure that payment requests are accurate and prepared, signed and dispersed in a timely manner. Assist the finance department in the scheduling of cheque payments and in delivering to owners and/or beneficiaries. Ensure that all files and data (soft and hard) in the relevant office are properly filed and stored. Represent the NRC at coordination and shelter’s related meetings with stakeholders (aid actors, local community, refugee community) as directed by the Project Coordinator. Convey information to the PC on possible new areas of intervention and coordinate assessments when requested. Consolidate reports for the designated area as requested by the PC Flag any external issues to the PC. Ensure that the shelter hotline is manned at operation times and that the hotline database is maintained. Supervisees: The SSO has a functional supervision of the work of the SFOs and the TFOs in collaboration with the other senior officers. Qualifications and Competences  Academic and Professional Qualifications Ordinary National Diploma in Social work or other relevant field Relevant Experience Minimum of 3 year of relevant work experience in a busy organization.   Knowledge, Skills & Personal Attributes Excellent communication and interpersonal skills Excellent organizational and team working skills Good cultural awareness and sensitivity Highly approachable, trustworthy and confidential Very Good English Language level Knowledge of the NGO operations and the dynamics of the humanitarian sector Excellent communicational and report writing skills (oral and written).
