Purpose of the role
The Shelter and Settlements Assistant is responsible for assisting in the day-to-day implementation of the Shelter program in Beirut and Mount Lebanon through carrying out quality technical assessments and reporting accordingly.
What you will do
- Adhere to NRC policies, tools, handbooks, and guidelines.
- Assist with the implementation of the support function portfolio according to plan of action.
- Prepare and develop status reports as required by management.
- Ensure proper filing of documents.
- Promote and share ideas for improvement of the Shelter and Settlements function.
- Carry out technical needs assessments for shelters, in line with NRC’s project criteria intervention.
- Produce accurate drawings, reports, measurements (BoQs) and/or photographs as evidence of a technical assessment.
- Monitor and report on the shelter activities and ensure compliance with plans and NRC standards.
- Ensure minimum Shelter standards (based on SPHERE) are applied and maintained in shelters.
- Carry out related mainstreaming of protection in programme daily implementation as per the set NRC’s Protection mainstreaming guidelines and ensure reporting any breaches/ concerns to the line manager for proper action.
Specifically, you will;
- Assist in administering payment requests for contractors.
- Carry out technical site assessments for minor and major rehabilitation in line with NRC’s project criteria intervention.
- Monitor, supervise and inspect the quality of the works so as to ensure conformity with the technical specification as specified in the Bill of quantities (BOQ) and scope of works, drawings and design requirements.
- Identify needs and propose scope of intervention (from the technical aspect) for shelter rehabilitation such as minor rehabilitation works, major construction works and/or property upgrades.
- Ensure that all materials used, and work performed address beneficaries’ needs and ensure safety by doing safety inspections of the sites
- Check plans, drawings, and quantities for accuracy of calculation.
- Assist beneficiaries with technical advice on how the completion of works at the expected quality and budget in order to achieve beneficiary satisfaction.
- Assist in expanding the project location to new areas.
- Coordinate on activities linked to shelter rehabilitation (Bathing space, drainage, vector control, HLP issues)
- Prepare daily report, consent forms, and all other needed documentation for initiating and implementing construction works.
Professional competencies
- Bachelor’s degree or equivalent in Civil Engineering or Architecture or other relevant engineering degrees.
- Minimum of 1 year of relevant work experience with shelter projects in a humanitarian/recovery context, experience with start-up of projects is a plus.
- Previous experience in contractor and site management.
- Previous experience of working in complex and volatile contexts.
- Documented results related to the position’s responsibilities.
- Fluency in English, both spoken and written.
- Proficiency in CAD programmes and computer-based drawings.
