Shelter Coordinator (2)

These attitudes and believes shall guide our actions and relationships.  1.     Role and responsibilities The following is a brief description of the role. Generic responsibilities Coordinate and implement the Shelter project according to strategy, proposals and plans Ensure adherence to NRC policies and donor requirements Develop weekly and monthly activity and work plans Supervision, training and development of CC staff Promote and share ideas for improvement and necessary changes in the activities Cooperate with relevant partners and local authorities With support of the AM and Shelter PM, organize trainings for the Shelter team, relevant partners and beneficiaries Monthly activity/project reports and other reporting as required Ensure proper filing of all project documents Capacity building of team Specific responsibilities The Shelter Coordinator is responsible for the detailed planning and implementation of the projects. The Shelter Coordinator, in close coordination with the Project Manager and Area Manager, will: Project Cycle Management Responsibilities Provide direct supervision of Social Officers and Technical Officers, or Team Leaders, where present Responsible for managing the performance of staff under his / her supervision, including working with the staff members to set and monitor objectives and work plans, and provide constructive feedback on an on-going and scheduled basis Responsible for overseeing the delivery of agreed outputs and for quality of the shelter activities being implemented In close liaison with the Shelter Project Manager take timely and considered decisions on how to respond to changing needs of beneficiaries Responsible for weekly and monthly activity plans for the Shelter team, and ensuring they are in accordance with overall project objectives, identified outputs and timeframes. Ensure household social assessments and technical assessments are undertaken according to NRC standards and guidance In close coordination with the Shelter Project Manager, develop the design of Shelter activities in the Area Office, and, as relevant, contribute to their development, including proposals and other donor documents With support of the Shelter PM, propose, organize and implement assessments for assessing new areas of intervention and new modalities In coordination with the Shelter Project Manager and M&E Coordinator, ensure the Monitoring and Evaluation plan is undertaken in a timely manner Ensure all project documentation is prepared and archived properly Be receptive to, and where necessary proactively seek, technical advice from the Shelter Program Manager and Shelter Advisor Document technical issues and questions and report to the Shelter Management with suggested ways of addressing them. In cooperation with the Shelter Project Manager and Area Manager, support with the recruitment of shelter staff. Conduct frequent field visits to check progress in the field, and to maintain a rapport with beneficiaries, owners and local authorities Budget and Financial Management: As delegated by the Shelter PM, manage the direct costs of the budget, including the preparation, monitoring and updating of the financial work plans, to ensure resources are managed effectively and efficiently; Reporting: Ensure the shelter database is updated with all beneficiary information and relevant modalities In cooperation with the Shelter Project Manager and Area Manager, contribute to donor reporting and inter-agency reporting mechanisms Coordination Participate in regular Area Office meetings, both shelter-specific and inter-core competency Build and maintain positive and effective relationships with colleagues in other core competencies (programmes) and departments, and, as relevant, find ways of collaborating to further enhance the effectiveness of NRC activities. In coordination with the Shelter Project Manager, and colleagues from other core competencies, liaise closely with other humanitarian actors, including active participation in sectoral working groups and through bilateral meetings in order to maintain information on and coordinate activities, and to exchange information and lessons learned. Develop and maintain positive relationships with local authorities, which facilitate NRC's mission in Lebanon, in close coordination with Area Office Management, as applicable. Responsibility for ensuring that Shelter identify and maintain positive relationships with focal points in host and beneficiary communities through timely and clear sharing of information. Protection Responsible for ensuring that he / she understands and applies protection principles and NRC guidance to daily activities Ensure that ‘do no harm’ principles are mainstreamed throughout the project management cycle Operations and Administration Overall responsibility for administration of the their specific shelter project, in liaison with colleagues in other departments, particularly finance, administration, logistics and security. Manage the procurement of programmatic materials and equipment required in accordance with NRC procedures and in liaison with colleagues in Logistics. Support the Officers and Assistants, and Team Leaders where applicable, in managing a movement plan and that the transportation needs are met for the activities With the Shelter Project Manager and Area Manager, ensure that Shelter activities and staff are conducted in accordance with NRC security procedures. Responsible for ensuring that he / she understands and follows NRC security and safety guidance at all times. Professional competencies Generic professional competencies for this position: Minimum two years of proven field experience, preferably from refugee/IDP programmes in complex emergencies and with experience from working in a difficult security environment; Practical experience with planning and execution of relevant projects; Experience in capacity building and community based programming; Experience in staff management; Experience of management of projects to deadlines; Experience in logistics/ admin / finance management; Experience of coordination work; Experience of working in the geographical area; Proficient in English, both written and verbal Proficient with Microsoft Office 2.
