1. Role and responsibilities
Assist in overseeing the smooth and timely implementation of the shelter programme’s activities in the area of assignment. The Team Leader liaises with the relevant external stakeholders (in coordination with the Coordinator and Project Manager) in the designated area to ensure that the NRCs shelter activities are well communicated externally (governmental, other aid actors, local community, and refugee community).
The Team Leader is expected to represent Norwegian Refugee Council (NRC) in a respectful and professional manner and always act in accordance with the NRC Code of Conduct.
Generic responsibilities (max 10)
Convey information on possible new areas of intervention and coordinate assessments as needed
Ensure NRC policies and procedures are adhered to, report any deviation to the PC.
Communicate any support needs (e.g. stationary, IT…) to Logistics and PC in a timely manner.
Consolidate the weekly movement plan from all teams and submit the needs in a timely manner to logistics.
Ensure all shelter contracts are timely prepared without errors before being dispersed.
Ensure that payment requests are accurately and timely prepared.
Maintain constant collaboration with Database Assistant and together, ensure that all files and data (soft and hard) in the relevant office are properly filed and stored.
Represent the NRC at designated coordination and shelter’s related meetings with external stakeholders (governmental, other aid actors, local community, refugee community) as directed by the Project Coordinator or PM.
Specific responsibilities
Assist the project coordinator with the oversight of the shelter team and activities in the designated sub-base. This includes monitoring of attendance, work ethic, timeliness, adherence to the code of conduct, transparency and a team minded approach etc.
Facilitate the smooth implementation of the work plan (prepared in collaboration with Shelter Coordinator and Project Manager).
Coordinate the work of the shelter teams to ensure consistency and fairness. Flag any concerning issues related to the team actions to the Project Coordinator in a timely manner.
Designate tasks, and manage the activities of the Shelter Officers (and Assistants as needed), ensuring that the work is accurate, timely and within expected standards.
Coordinate the GPS point collection of field locations.
Consolidate reports for the designated area as requested by the PC or Project Manager.
Flag any external issues to the PC and Project Manager.
Ensure that the shelter helpline is managed at all times and database is maintained.

The Team Leader supervises the work of the Shelter Assistant. S/he also has functional (non technical) supervision of all social and technical shelter team members in the relevant base.

2. Competencies
Professional competencies
Ordinary National Diploma in Social work or other relevant field

Minimum of 3 years of relevant work experience in a busy organization
